"GYLA opines that due to high public interest to Panorama Tbilisi Project, the Ministry of Economy and Sustainable Development of Georgia should use authority granted by the General Administrative Code of Georgia providing that when decision of the administrative agency concerns wide range of individuals, public administrative proceeding may be applied".
