Tbilisi. Civil Society Organizations continue to monitor the fulfillment of 12 priorities defined by the European Commission to grant the candidate status to the country. Under the leadership of the Open Society Georgia Foundation, 8 organizations prepared an assessment document – EU CANDIDACY CHECK, which reflects the progress achieved by the Georgian authorities in this context until the period of March 31, 2023, as well as the current state of play and the steps to be implemented in the future. According to CSOs’ assessments, at this stage, one priority is fully implemented, two priorities are mostly fulfilled, four priorities are partially fulfilled, and five priorities defined by the European Union are to be fulfilled. Regions. The Public Defender’s Office of Georgia has prepared a special report on the gender equality policy of the municipalities. The report evaluates the rights situation of women at the local level, existence of support mechanisms, women’s involvement and participation in the decision-making process. The research areas were the functioning of gender equality councils at the municipal level and the main characteristics of their activities, existing policy documents, segregated data and budgeting issues, support mechanisms relating to women's rights, as well as women's involvement and participation in the decision-making process. Education Development and Employment Center (EDEC) and Samegrelo-Kvemo Svaneti regional hub organized a workshop for the members of the Zugdidi Youth Council on the topic “Culture of volunteering in Georgia: youth volunteering as social capital”. According to the TI Georgia, the company of Davit Chartolani, Koruldi LLC, wins tenders in the Mestia Municipality without competition. “Chartolani is the former Deputy Head of the Bolnisi Municipal Administration, and he was also the Chief of the Election Headquarters of the Georgian Dream in 2012. The total value of the contracts received by Koruldi LLC is 2,247,897 GEL. It should be noted that Davit Chartolani, together with Otar Chartolani owns the company of the same name Koruldi LLC. Otar Chartolani is the donor of the Georgian Dream party and the business partner of the parliamentary majority MP Viktor Japaridze. We call on the Anti-corruption Agency of the State Security Service to examine the participation of Koruldi LLC in the Mestia Municipality procurements and establish whether it contains potential signs of corruption”. A consultation meeting with the Eastern Partnership Region and Europe AML/CFT Multi-Stakeholder was held in Warsaw on April 4-5, 2023, organized by the EU Global Facility. Presenters from Georgia, Ukraine, and Bulgaria took part in the meeting. Representatives from Europe also participated in seminars. Experts shared their relevant knowledge during work meetings and spoke about challenges related to the implementation of the 8th recommendation of the FATF (the Financial Action Task Force) and also shared best practices related to the cooperation of the governmental institutions and civil society and the role of the financial sector in this process.  During the meetings, a CSI representative also participated as a presenter and spoke about current processes and challenges related to the civil sector in Georgia.

Adjara. According to the Transparency International Georgia, there are signs of corruption present in the development of Salibauri Hills residential area near Batumi, which is being planned by the Russian-owned company “H Group Development.” “On November 25, 2022, two Georgian citizens connected with the company donated a total of GEL 40,000 to the ruling party. Two weeks later, Khelvachauri Municipal Council unanimously approved the Detailed Development Plan (DDP) for the project. Tbilisi. On 13 March 2023, the Venice Commission published an interim opinion on the draft law on de-oligarchization. The document assesses the risks stemming from the draft law and suggests potential alternative ways to eliminate the excessive influence of vested interests in economic, political and public life. Taking into account the conclusion of the Venice Commission, TI Georgia considers that the government should achieve the goal of de-oligarchization not by adopting a single special law, but rather by strengthening state institutions and implementing fundamental sectoral reforms.
