Tbilisi. CSOs have released a joint appeal on the issues of the law-enforcement system reform.
"... Representatives of the authorities have stated numerously that CSOs were actively involved in the process and their concerns had been addressed credibly. Despite our wish to be active participants of the process, our involvement in the development of the draft law was formal and ineffective. Prior to developing the draft law the authorities have failed to duly analyze the problems and to formulate the vision and reform concept. Hence, the entire process was not duly comprehended, planned and organized", the statement says.
