has observed the by-elections in the Nadzaladevi, Samtredia and Baghdati
Districts through six mobile groups. "In all three districts, overall the
elections were held in a quiet environment and with low voter turnout.From opening until the closure of polling
stations the organization has drawn up only one complaint... Other types of
serious misconduct were not reported, however, due to minor procedural
violations our observers have put down scores of comments in the book of
register," says the organization's statement.
