Statement of the Young Constitutionalists' Association
Tbilisi. The "Georgian Young
Constitutionalists' Association" expressed its opinion on the distribution
of competences and responsibilities between the "Council for State
Security and Crisis Management" and the "National Security
Council". According to the organization, "it is necessary to delimit
the powers between the "Council for State Security and Crisis
Management" and the "National Security Council", because the
collision of powers during the emergency situations will slow down rapid
reaction and diminish the quality of effective work of each agency."
