Tbilisi. On May 5 CSOs have executed the Memorandum together with the Central
Election Commission and the Inter-Agency Commission for Free and Fair
Elections. The signatory parties agreed to interpret regulations set by the
Election Code on the use of administrative resources during the election period
pursuant to the text of the Memorandum. Throughout the administrative and
judicial proceedings the signatory organizations will be guided by the
definitions set by the Memorandum.
