IFES conducts a wide range of assistance activities to support the development of democratic elections and political processes in Georgia. Within this context, IFES encourages participation of persons with disabilities in presidential elections on October 27, 2013 and ensure that polling stations are adapted to the needs of physically disabled voters.

IFES request quotations from a third-party who will manufacture the accessible Portable Ramps for wheelchair user voters to participate in election process.

Production of the Portable Ramp for wheelchair users

NOTE: IFES will accept bids that meet Technical specifications described below.

Scope of work/Technical specifications for Portable Ramp:

Quantity of the Portable Ramp: 5 (five)

Technical specifications:

** Length of the ramp must be minimum 2 meters and maximum 2.5 meters

** Width of the ramp must be minimum 80 cm and maximum 1 meter

** The ramp must be made of aluminum or thin-walled square tubes made of lightweight material, or a mixture of both materials.

** The ramp must have non-skid traction surface preventing slippage

** The ramp must be a center-folding single unit

** The ramp (center piece of the ramp) must have 250 kg weight capacity

** The ramp should have handles on each side for carrying

** The ramps will be manufactured from weather resistant (rust resistant) materials.

Delivery date: October 20, 2013

Delivery location: 13 Km, David Aghmashenebeli alley, CEC, Tbilisi.

Submission requirements:

All quotations shall be submitted in the English language and include the company name, name of primary point of contact, physical address, email address, and telephone number to facilitate communications between IFES and the bidder. All bidders must provide schematic and photos of proposed ramps.

All bidders must provide an itemized cost breakdown for the ramp production described in this RFQ. All price units shall be submitted in Georgian Lari (GEL) and without V.A.T.

Evaluation Criteria:

The offers will be assessed on the basis of the company capacity to deliver services outlined in the scope of work that are technically sound and financially competitive.

Evaluation Criteria:

** Price (Total cost.) - 80%

** Past experience - 20%

Evaluation Criteria Grading:

** Exceed expectations - 2 Points

** Meet expectations - 1 Point

** Do not meet expectations - 0 Point

Submissions must reference the RFQ number and should meet deadline. The bids received after the deadline will not be considered. Submissions are to be sent to the attention of Mrs. Keti Maisuradze, IFES Project Manager and must be sent via email to info@ifes.ge no later than September 30, 2013, by 15:00 hrs (Georgia time). IFES will confirm receipt of any submissions sent via e-mail within 24 hours of receipt. Bidders are also encouraged to seek confirmation that their quotation has been received.

IFES reserves the right not to enter into any contract, to add and/or delete elements, or to change any element of the coverage and participation prior to the contract at any time without any liability or obligation of any kind or amount.
