Union Energy Efficiency Center Georgia (EECG) within "CoM Grant" project calls to conduct Energy Usage Study for Public Buildings of self-governing Rustavi City and Gori Municipality.

Mentioned action is announced within project "Covenant of Mayors Capacity Building Model for Ukraine and Georgia: Model Solution for Eastern Partnership and Central Asian Countries implemented by EECG with partnership of Association "Energy Efficient Cities of Ukraine"co-financed by EU Commission.

Terms of Reference (ToR) for Energy Usage Study:

Title of the project: Covenant of Mayors Capacity Building Model for Ukraine and Georgia: Model Solution for Eastern Partnership and Central Asian Countries.

Contract type: Individual contracts for works (services)

Place: Georgia, Self-governing Rustavi City and Gori Municipality

Time frame: 3 months (starting from the date of contract signing)

Introduction:

The purpose of the project is to support local authorities in Ukraine and Georgia (and in the long-term in other Eastern Partnership and Central Asian (EaP/CA) countries) in improving their energy security, reducing greenhouse gases emissions, diminishing dependence on fossil fuels, and improving their citizens quality of life. Project is co-financed by the European Union.

The following specific objectives were assigned:

** To facilitate the effective participation of municipalities in Ukraine and Georgia (and in the long-term in other EaP/CA countries) in the Covenant of Mayors by the provision of supportive materials and institutionalized technical expertise;

** To increase the capacity of project cities in Ukraine and Georgia to address their Covenant commitments through the development and implementation of local sustainable energy policy and Sustainable Energy Action Plans (SEAPs).

** The Project is realized in Kamyanets'-Podil's'kyi (Ukraine), Rustavi (Georgia) and in 2 more Ukrainian (Novovolyns'k and Alchevs'k) and 1 Georgian (Gori) pilot towns, which were selected on a competitive basis.

Purpose:

To conduct a study of energy efficiency ofthe buildings of public sector (under the authority of municipality) in pilot towns of the project "Covenant of Mayors Capacity Building Model for Ukraine and Georgia: Model Solution for Eastern Partnership and Central Asian Countries" and to develop a comprehensive program of thermo-modernization of the buildings of public sector to improve their energy efficiency, reduce consumption of energy resources and reduce greenhouse gas emissions of the town in total.

Energy Usage Study must facilitate the implementation of the following important tasks:

** The data gathered in the Energy usage study and analysis made have to lay the basis of Sustainable Energy Action Plan (SEAP) concerning budget buildings;

** The Program of thermo-modernization of the buildings of public sector(under the authority of municipality) to improve their energy efficiency, reduce consumption of energy resources and reduce greenhouse gas emissions of the town in total has to be developed.

Scope of work (for each town):

Collection of the data on all the buildings of public sector (under the authority of municipality):

** To collect statistics using information on real consumption of natural resources by budget entities (at least for the last 2 years);

** To prepare and fill out questionnaires on the technical specifications of the buildings of public sector;

** To organize the data obtained;

** Analysis of the data on the buildings of public sector (under the authority of municipality);

** To analyse data on energy consumption (in natural indicators, in financial indicators and specific consumption);

** To select five (5) worst buildings (according to complex assessment);

** To analyse in detail energy performance of the buildings selected;

** To analyse walling of the buildings selected;

** To analyse engineering systems (infrastructure) of the buildings selected;

** To develop a set of typical energy efficiency measures and to determine the estimated energy saving potential for the selected buildings;

** To identify technical and economic efficiency of the proposed model of energy efficiency measures;

** To identify the environmental benefits of the proposed measures to improve energy efficiency;

** To develop a program of thermo-modernization of the selected buildings of the public sector, this will be based on the analyzed data and calculations.

Deliverable (outputs):

** Analysis of the actual energy consumption of the buildings of public sector in a pilot town.

** Program of integrated implementation of typical energy efficiency measures and reducing of greenhouse gas emissions for the selected buildings of the public sector.

** Pilot Sites: Gori Municipality and Self-governing City Rustavi. The traveling to the pilot sites won't be covered by CoM Grant Project.

Reports and materials: to be prepared in Georgian and English:

** electronically - in MS Word, tables(if necessary) - in MS Excel;

** And in paper - on sheets of A4 paper.

Responsibilities and reporting:

** To provide timely and quality work according to this TOR;

** To provide unconditional fulfilment of the requirements stated in the contract;

** To develop and coordinate in writing with the project manager the schedule of works on the contract;

** To provide brief reports on fulfilment of the current tasks to the project manager every 2 weeks;

** Demands (for competence and experience)

** Experience in Energy Usage Study's preparation (not less than 2 years)
