Oxfam GB is announcing an opening for the following positions:
1. Project Assistant
Location: Tbilisi
Employment status: full-time employment agreement, competitive salary and benefits package
Contract length: 4 years
Main responsibilities:
** Develop and maintain comprehensive and up to date filing systems for the entire programme
** Plan, organise and coordinate programme meetings and events
** Produce meeting notes, communiqué, reports
** Support Communications Officer and Programme Managers with the development of campaign materials and campaigns' delivery
** Support programme team with research and elaboration of programme success stories for internal and external communications
** Produce programme related communication materials together with Communications Officer
** Assist programme partners in coordination of meetings, events when and as necessary
** Develop and regularly review key stakeholders and partners data management system
** Assist programme team with research and analysis tasks as required
** Support the Program Manager and Programme Coordinator on administrative duties as assigned, such as: Interpreting/translating, minutes taking, etc
** Provide support to the programme team with generation of field visit/monitoring reports
** Other duties related to Oxfam's programme as and when required by the Line Manager
Required qualifications:
** At least three years experience working in the job related sector (government or NGO) preferably on poverty/vulnerability issues
** Working effectively with others
** University degree, preferably in Public/Business Administration
** Good planning and reporting skills
** Proven capacity to undertake varied tasks simultaneously to tight deadlines
** Excellent communication skills (GEO/ENG)- written & spoken
** Good presentation skills
** Good knowledge of protocol and communication ethics
** Understanding of gender issues and commitment to promoting gender equity
** Ability to travel at short notice
** Experience, knowledge and understanding of project cycle management would be an asset
2. Monitoring/Evaluation Programme Officer (MEAL PO)
Location: Tbilisi
Employment status: full-time employment agreement, competitive salary and benefits package
Contract length: 4 years
Main responsibilities:
** Plan and manage the resources of the Monitoring, Evaluation, Accountability and Learning (MEAL) unit over a broad spectrum of programs or geographies in line with Oxfam staff competencies, international standards and commitment to continual improvement
** Establish and maintain effective MEAL system, that would cover technical aspects of the implementation, cost effectiveness and impact assessment.
** Work closely with regional quality team, ensuring effective, accurate and timely administration of the MEAL process and internal database
** Active participation in development of project logic of intervention and project proposals for donors
** Lead project monitoring on quarterly basis and conduct follow up learning events among key stakeholders
** Support all Programme managers with the planning and implementation of the internal reviews of the country programmes
** Ensure capacity building of programme staff and partners on the effective utilisation of the MEAL system;
** Ensure high degree of accountability at all levels (project, partner, stakeholder), including capacity building of staff and partners on accountability
** Conduct midterm reviews, facilitate workshop around findings, insure review results are adequately reflected in the project plans
** Lead baseline, end line surveys, ensure results are processed and reports produced
** Develop TORs for researches, monitoring processes, ensure quality of the reports
** Ensure human stories' gathering during monitoring/field visits
** Provide support and guidelines to the programme staff on the preparation for donors' monitoring and evaluation visits
** Research and bring evidence from partners to support Programme Manager to influence external and internal policy agendas.
Required qualifications:
** At least three years experience working in the job related sector (government or NGO) preferably on poverty/vulnerability issues
** Working effectively with others
** Strong experience in data analysis and research
** Confident facilitation and presentation skills
** Demonstrable planning skills and a proven capacity to undertake varied tasks simultaneously to tight deadlines
** Proven understanding and knowledge of MEAL methodologies and tools
** Excellent communication skills (GEO/ENG)- written & spoken
** A proven ability to analyse and synthesise large amounts of complex information; think strategically
** Understanding of gender issues and commitment to promoting gender equity
** Experience in MEAL and/or Research in the field of advocacy and campaigns (desirable)
