Transparency International Georgia, the national chapter of the global Transparency International anti-corruption movement in Georgia, is seeking a full-time Financial Manager to coordinate financial work and to lead the operation of the financial unit.
TI Georgia works to support building and empowering state institutions, develop good governance and the rule of law, ensure the transparency and direct accountability of the state institutions, support fair and democratic elections and protect universally recognized human rights.
Responsibilities:
** Oversee a system quick logging of accounts, salary payment and provision of information to management, donors and the revenue service and/or other public authorities;
** Supervise and lead the work of the staff of the financial unit (Accountant, Financial Assistant and Administrative Manager);
** Provide program staff with financial picture of a given program as requested;
** Draft budget proposals for potential donor organizations;
** Undertake strategic analysis and assist with financial strategic planning;
** Maintain office's financial balance on a regular basis;
** Keep an electronic and up-to-date record of office's incomes and expenditures;
** Be aware of all legislation relevant to TI Georgia's accounting and financial administration; place all relevant legislative acts on TI Georgia's server for staff's awareness; be responsible for following new changes and amendments to the current rules;
** Ensure that all financial procedures are carried out in accordance with respective Georgian legislation;
** Keep a separate record of financial reporting deadlines for all programs and remind relevant program staff on upcoming deadlines;
** Keep a separate record of specific financial reporting requirements, as provided in donor's agreements and instructions;
** Prepare financial reports in a timely manner and in compliance with the donor's rules;
** Provide staff with written instructions on financial procedures relevant to their activities, for example, procedures for disbursing money to other project participants (per diems, honorariums, travel reimbursement, etc), phone reimbursement, agreements, etc;
** Provide staff with additional instructions on various financial issues pertinent to their activities as requested;
** Ensure that entity audit is done on an annual basis and in time (by 1st March of each year) for the audit information to be included in TI Georgia's annual reports, as well as ensure that project audits are carried out according to Donor requirements and set deadlines;
** Assist program staff in developing budgets and ensure that budgets correspond with TI Georgia's needs and reflect actual costs of budgeted items;
** Assist staff with other financial issues, as requested.
Qualifications for successful candidates:
** Degree in accountancy, economics, mathematics, management or business subjects;
** Relevant postgraduate qualification and/or 7 years previous work experience in the relevant field in nongovernmental organizations or business;
** Sound knowledge of working with accounting software Quickbooks;
** Excellent command of English and Russian languages;
** Highly motivated, with initiative and the ability to work as part of a team and under pressure. Excellent problem-solving, analytical, technical and numerical abilities are crucial.
