The USAID/Georgia Human and Institutional Capacity Development (HICD) PLUS project is a four-year project designed to complement the implementation of USAID/Georgia's assistance efforts in the democracy and governance, economic growth, energy and environment, and health and education sectors by developing the individual skills and institutional capacity of select public entities, civil society organizations, and other private organizations that play a strategic role in the Government of Georgia's reform program and USAID's Development Objectives. HICD PLUS is an official project of the U.S. Agency for International Development (USAID), Contract No. AID-114-C-11-00002. Chemonics International is the implementer.
HICD PLUS is soliciting offers from programmer(s)/developer(s) to design and develop a corporate Intranet system for the Georgian Oil and Gas Corporation (GOGC). The system will increase the overall productivity of GOGC employees.
Offerors are invited to submit offers in response to this Request for Quotations (RFQ) in accordance with Section 1 (Instructions to Offerors). Issuance of this solicitation does not in any way obligate Chemonics or USAID to award a contract, nor does it commit Chemonics or USAID to pay for costs incurred in the preparation and submission of a proposal.
Please note that in submitting a response to this solicitation, the Offeror understands that USAID is not a party to this solicitation and the Offeror agrees that any question hereunder must be presented—in writing with full explanations—to Chemonics International for consideration, as USAID will not consider questions made to it under USAID-financed subcontracts. Chemonics, at its sole discretion, will make a final decision on the question.
Offer Deadline and Submission Instructions: Proposals must be received no later than 12:00, Tbilisi, Caucasus Standard Time, on Monday, March 17, 2014. Late offers will be considered at Chemonics' discretion. Proposals must be submitted in hard-copy to the following address:
