case and secret procurements without rules". "The Cables case has
clearly demonstrated that the state experiences serious problems in respect of
secret procurements. The list of secret procurements and the procedure for
carrying out the procurement is still undefined. Absence of such regulations is
a best prerequisite for concluding deals with corruption risks as a
minimum", says the blog post.
