Tbilisi. CSOs have released the statement on December 28 concerning the launch of decentralization reform and the current situation in the self-government authorities. "Formation of the democratic and legal state and the free society is impossible without the real self-government”, says the statement. In addition, the statement stresses the gaps persisting in the self-governments for years. CSOs point at urgent and concrete measures to be carried before the 2014 self-government elections.
