Tbilisi. Human Rights Education and Monitoring Center (EMC) has revealed significant challenges in the operation of the system of distribution of cases.
For example, chairman of court still retains problematic authorities, including rights to determine shifts, make changes to them, and define composition of judges of narrow specialization.
