Tbilisi. In October 2013, CRRC Georgia began a new impact evaluation study of the NATO-Georgia Professional Development Program (NATO-PDP). The NATO-PDP is a capacity building project of direct assistance to the Georgian Ministry of Defense (MOD) and other security institutions, with an aim to help Georgia enhance the professional skills of civilian officials and to support civil service reform. The program was launched in 2009 and has entered its second phase after 2011.
The assessment will focus on the second phase of the NATO-PDP and specifically on the relationship between received assistance and actual change at the individual and organizational levels. The assessment will also evaluate participants’ attitudes, beliefs and feelings towards this project. CRRC Georgia will investigate the attitude of employers towards this project and their perception of the project’s impact on their employees, as well as on the organization as a whole.
To evaluate the impact of the NATO-PDP, CRRC Georgia will use a mix of qualitative methods, including document analysis, focus groups and in-depth interviews. Several focus groups and interviews will be conducted with participants of the NATO-PDP training sessions, as well as with leaders of respective civil service agencies and NATO-PDP staff members. The evaluation will inform activities in the third phase of this program.
