The International Foundation for Electoral System (IFES) is an
international, independent, non-governmental organization providing
professional support to electoral democracy. IFES in Georgia is
implementing the Increased Trust in the Electoral Process (ITEP)
project, a four-year initiative funded by the United States Agency for
International Development (USAID). This project is aimed at increasing
trust in the electoral process among the public and political
participants over three election cycles - 2012 parliamentary elections,
2013 presidential election and 2014 local elections. The project
involves close collaboration with the Georgian Central Election
Commission (CEC) on matters of capacity building and transparency,
technical support to Georgian civil society organizations and media
outlets, work with political parties on election law reform, efforts to
improve voter access, and extensive voter and civic education, focusing
on minorities and vulnerable groups.
Summary of position:
Under the supervision of the IFES Georgia Chief of Party, the Subaward Officer
is responsible for overseeing and managing subawards and implementation
components of the ITEP project. Subaward Officer is responsible for the
preparation and management of subaward solicitations, competitive
selection processes, conclusion of agreements, review and monitoring of
financial and narrative reports, financial accountability, as well as
for preparing routine correspondence and other requirements in
accordance with USAID and IFES standard operating procedures. Related to
subaward implementation, the Subaward Officer is responsible for
monitoring compliance and achievement of local NGO implementers,
assuring projects are on track and meeting projected timelines, and all
other programmatic and administrative activities as required and as
defined by IFES.
