Youth Inclusion and Social Accountability Project
Request for Proposals
Starting in 2013, the Ministry of Sport and Youth Affairs of Georgia and the World Bank
will support a Youth Inclusion and Social Accountability Project,
funded by a grant under the State and Peace Building Fund of the World
Bank. The objective is to increase the participation of youth in social
accountability and civic engagement leading to greater youth inclusion.
The project will contribute to the fulfillment of the aims of the
Active Citizenship pillar of the National Youth Policy (NYP) and to the
Ministry 2013 priorities of: (i) Youth Development in Rural Areas, (ii)
Civil and non-formal education. The project particularly responds to the
challenge of extending youth participation and citizenship beyond
already politically active young people in the capital, Tbilisi. Paying
attention to equitable rural and urban civic and civil society
participation on a range of issues (such as service delivery) will help
increase contact between young people and local and national
authorities, encouraging young people of all backgrounds to be active
citizens in their government and society in the ways described in the
NYP.
The Ministry of Sports and Youth Affairs of Georgia (MSYA) and the World
Bank are looking for a partner implementing agency to undertake
activities in support of this project. The project will be managed as a
recipient executed grant fund, with a Grant Agreement drawn up between
the World Bank and the implementing partner agency and no objection to
the Grant Agreement given by the Government of Georgia. The project
budget will be in the region of $0.5 million and will be negotiated
between the World Bank and the selected agency prior to the signing of
the Grant Agreement. Award of the grant is subject to a satisfactory
assessment of procurement and financial management capacity of the
selected agency by the World Bank. The project is expected to take two
years. The full terms of reference (TOR) for the implementing partner
are attached.
The Ministry of Sport and Youth Affairs of Georgia and the World Bank
are initiating a competitive selection process to identify the partner
agency. Interested agencies are requested to: (i) complete a technical
proposal using the attached template, (ii) submit a proposed provisional
budget. A selection committee comprised of staff from the Ministry of
Sport and Youth Affairs of Georgia and the World Bank will review the
merit of the proposals, and the eligibility of the applying agency
against the required competencies specified in the TOR.
