RFP: Fiscal Implications of LSG Reforms

Management Systems International (MSI) is an international development consulting firm with a wide range of expertise and experience, has worked in more than 100 countries around the world promoting sustainable economic development, reducing human suffering through assistance after natural and man-made disasters, and working alongside decision makers as they undergo the transition to democracy and market-based economies. MSI-Georgia is currently implementing the USAID Good Governance in Georgia Program (G3), which includes facilitation of the Ministry of Regional Development and Infrastructure (MRDI) in the planning and implementation of the reform of the sub-national governments in Georgia.
In November, 2012, MRDI began to design a major policy initiative to reform the existing system of local self-governments (LSGs) in Georgia. One of the main aspects of the reform proposal is a territorial reform to optimize the number of city/municipal governments to support better local governance, creating new cities, and dividing existing municipalities into smaller units in settlements or groups of settlements. In May, 2012 MRDI distributed a draft Organic Law with the criteria for establishing LSGs. If the criteria were to be used, there would be about 300 LSGs established in Georgia.
MSI-Georgia is now seeking a qualified research organization to design and conduct an analysis of the fiscal implications for increasing the number of local self-government units in Georgia. The objective of the assignment is to design a research methodology and process and analyze financial data on LSGs, and estimate the impact of the proposed reforms on the fiscal resources that will be required by the creation of additional LSGs, as set out in MRDI's draft Organic Law. Given the time sensitivity of this research, the specified deliverables must be submitted within 5 weeks (25 days) of contract award.
