The National Democratic Institute (NDI) seeks to hire a temporary consultant for its election observation program funded under United States Agency for International Development (USAID). The purpose of this position is to assist the NDI Georgia elections team in providing support to local election observation NGOs. This is a temporary position ideally to be filled immediately with the tentative end date of November 30, 2013.

Background:

Since 1994, NDI has contributed to Georgia's democratic transition through a wide-ranging series of programs to support political parties, civic groups and elected officials in their efforts to promote citizen participation, transparency and accountability. NDI programs are supported by the USAID and the Swedish International Development and Cooperation Agency (Sida).

NDI has programs which assist the Parliament of Georgia, Future Women Leaders, and the Georgian civil society to help institutionalize the transparency and democratic practices of public bodies.

Responsibilities:

** Reports directly to Expatriate Program Manager and Program Officer;
** Is responsible for overseeing and implementing specific projects focused on organizing and implementing election observation efforts of NDI's partner NGOs;
** Works with the Expatriate Program Manager and Program Officer on developing short and long-term plans for the program activities;
** Designs, organizes and delivers trainings, consultations and workshops for project sub-grantees;
** Liaises with NDI's election observation sub-grantees on a regular basis, providing oversight and feedback on the their activities;
** Drafts project and activity reports, as well as other written documents;
** Other duties as assigned by supervisors related to the liaison and management of sub-grants to the local NGO partners.

Requirements:

** Minimum three (3) years of management experience in elections, civil society and/or political party development, preferably in part as experience with international organization;
** Experience in setting up, managing or coordinating election observation efforts;
** Experience in working with Georgian election observation NGOs and election administration;
** Excellent interpersonal, organizational, and written and oral communication skills;
** Attention to detail, ability to plan and handle multiple tasks simultaneously and meet deadlines;
** Ability to work both independently and as a constructive member of a team;
** Ability to work under the pressure and on tight deadlines;
** Punctuality, self-discipline and a high sense of responsibility;
** University degree in Law, Political Science or other related fields (BA or higher);
** Fluency in English and Georgian is required;
** Experience with Microsoft Office is required.
