Consultant for Baseline study "Reaching Highly Vulnerable Children".

World Vision International, one of the world's largest NGOs, has current
programs and operations in more than 100 countries. It is an
international relief, development and advocacy NGO dedicated to working
with The
EU/ UNICEF/MoLHSA/SSA project initiative "Reaching Highly Vulnerable
Children in Georgia with a Focus on Children Living or Working on the
Streets" aims at establishing sustainable state financed,
community-based mechanisms for the development and social integration of
highly vulnerable children with a particular focus on children living
and working on the streets. The aim of this project is to develop and
facilitate a new approach to service models which would see coordinated
and streamlined delivery of services through a true partnership of state
and non state actors.
The purpose of the study is to learn about the systems and services
that exist to support children living and working on the streets and
provide the project team with the current statuses of the project
performance indicators.
Duties and responsibilities:
Provide WVG a detailed baseline ToR/design addressing all study
objectives in the section above. The baseline design needs to outline:
** The methodology for the research
** Detailed action plan and a schedule for the study;
** Carry out the baseline study per agreed research design;
** Put together obtained information and conduct relevant analysis;
** Develop the baseline report outlining the findings and key recommendations.
Required qualifications and experience:
** University degree (in development or related discipline)
** Proven track record of conducting research and analyzes;
** Good knowledge and experience in conducting project evaluations/monitoring and design;
** Excellent analytical and written communication skills;
** Sound understanding of NGO work and public health standards;
** Analytical skills that can be applied to situation analysis;
** Strong knowledge of programme evaluations process is required;
** Fluency in English and Russian (written, verbal);
** Ability to acquire, interpret, assess data/information in a cross-cultural setting;
** Ability to work in a team environment, but able to perform job functions with limited supervision when required.
