CRRC is recruiting a Development Officer (DO), to work with the CRRC Regional Office located in Tbilisi. CRRC is a network of research centers established in 2003 in the capital cities of Armenia, Azerbaijan and Georgia with the goal of strengthening social science research and public policy analysis in the South Caucasus. Position: Development Officer
Reports to: Regional Director of the EPF and CRRC Network in the South Caucasus
Location: Tbilisi (local hire)
Position Summary:
Under the supervision of the Regional Director of the EPF/CRRC Network in the South Caucasus, the Development Officer is responsible for coordinating and/or leading fundraising and reporting for the CRRC offices in the South Caucasus, including developing concept notes, full proposals, and regional strategies in support of the sustainability of the CRRC offices in the three South Caucasus countries.
Principal Duties and responsibilities:
** In collaboration with the Regional Director and CRRC heads, develops and executes an annual fundraising strategy
** Identifies and follows up with new funding opportunities, including cultivating relationships with potential donors through meetings and general information sessions in coordination with the Regional Director and CRRC heads
** Oversees the coordination of the development and submission of concept papers and proposals to donors for new programming in the region, as both the lead proposal writer and in partnership with members of the regional development team
** In collaboration with the Regional Director, manages competitive bidding, selection, awards, and technical implementation. This includes, but is not limited to, activities such as:
- researching vendors and identifying a pool of candidates
- selecting bidders for further commercial/financial negotiations
- negotiating pricing and payment schedule, ensuring that the agreement with the vendors/donors are commercially advantageous
** Reviews cross border and regional CRRC proposals prior to submission
** Coordinates regional narrative reporting for submission to donors in collaboration with CRRC heads and the Regional Director
** Processes all regional contracts, and translates them into project schedules, with precise execution volumes and dates
** Monitors all ongoing regional contracts and projects
** Maintains a steady flow of information to management at all relevant levels, including maintaining institutional donor information in a database with contact information and dates of meetings and sharing notes with the Regional Director and CRRC heads
** Coordinates with and implements the CRRC Board of Trustee's Development Committee recommendations
** Contributes to a communications strategy that targets donors and writes and edits communications materials for regional projects
** Contributes to future regional research project planning and regional project lessons learned exercises
** Generates relevant documentation for reporting and closing out regional projects
** Other tasks within CRRC research and development activities, or other tasks as assigned by the Regional Director
** Regional and international travel as required
Minimum qualifications:
** Education: Master's degree in a field related to CRRC's operational areas, including social sciences, economics, political science, or other related field.
** Professional Experience: At least five years of experience working in the fields of international development, social science research, or other relevant area.
** Other: Experience in project development (preferably for USAID, the EU, and other European donors), communications and project management. Knowledge of quantitative and qualitative research methods. Excellent English language skills; Russian language a plus. Strong communications and writing skills, personal initiative, and an ability to work in a team.
