UNICEF Field Office in Sukhumi is seeking to recruit a Programme Assistant
(SSA Consultant) to increase the technical and operational capacity of
the Field Office as well as to support implementation of UNICEF
programme in the region of Abkhazia.
Purpose of the post:
The main purpose of the assignment is to strengthen and increase the
UNICEF Field Office operational capacity - especially with regards to
programme monitoring and evaluation, liaison with local implementing
partners and communities where UNICEF programme is implemented and with
regards to the provision of administrative and technical support to
seamless implementation of UNICEF Field Office programme intervention.
Programme Assistant will be based out of the UNICEF Field Office in
Sukhumi, with expected frequent travel to UNICEF Satellite Office in
Gali as well as to other project locations. Programme Assistant will be
directly supervised by the UNICEF Field Office Emergency Officer in the
region of Abkhazia and Field Assistant, working closely with Programme
Officer and Emergency Specialist who is acting as Head of Emergency/DRR
Section as well as the Programme Assistant of the Section.
Consultancy period:
Initial duration of this assignment/consultancy is 9 (nine) months
starting from August 2012 and finishing by April 31, 2013, with
possibilities for extension of the consultancy period depending on the
quality of performance and availability of funds.
Main duties and responsibilities:
** Assistance to implementation of UNICEF Programme activities in
Abkhazia region, including project monitoring and evaluation, logistics
support, maintenance of communication and contacts with key partners and
counterparts in the UNICEF Operations Area and coordination of
activities with other stakeholders and partners.
** Assistance to UNICEF consultants and partners' needs assessment
missions to Abkhazia, Georgia, including active engagement in the
dialogue with local partners with whom the assessments are/will be
carried out.
** Assistance in preparation and submission of different required
documentation pertaining to day-to-day operations of Sukhumi Office
** Assistance in keeping and maintaining the relevant programme
documentation and correspondence, including contracts, Notes for the
File, receipts, vouchers and other documentation related to payments
** Assistance in preparation and implementation of various UNICEF
procurement procedures, including tenders, hire of professional
services, etc.
Education, qualifications and competences:
** University degree.
** Minimum of 2 years of work experience in humanitarian
assistance projects, preferably by non-governmental organizations and/or
UN agencies, funds and programmes.
** Proven record of humanitarian projects implementation
experience, including monitoring of project implementation and
establishing partnership relations.
** Good skills and competences in working with people and communication.
** Strong drive for results and effectiveness, including ability to meet deadlines and motivate others to meet deadlines.
** Good planning skills; ability to organize work and manage projects.
** Excellent verbal and written communication skills in Russian
language and good communication skills in English language.
Terms of employment:
Subject to certification of the accuracy of the information provided on
the personal history form and receipt of the medical clearance, SSA in
accordance with the salary, benefits and allowances of an GS5 post
applicable to all staff of the United Nations system. The initial
appointment may be renewed given the organizational needs, availability
of funds and good performance record.
Starting date:
August 2011.
