International Labour Organization is announcing an opening for the position of Monitoring & Evaluation Officer.
Grade: NO-B
Contract type: Fixed-Term Appointment
Duration: One year renewable subject to availability of Technical Cooperation funds and satisfactory conduct and performance. The chosen candidate is to start work within 45 days of the signature of the project award

This is a Technical Cooperation position therefore the recruitment process falls outside Annex 1 of the ILO Staff Regulations. Technical cooperation appointments are not expected to lead to a career in the ILO and they do not carry any expectation of renewal or conversion to any other type of appointment in the Organization. A one-year fixed-term contract will be given. Extensions of technical cooperation contracts are subject to various elements including the following: availability of funds, continuing need of the functions and satisfactory conduct and performance.
Introduction:
The International Labour Organization (ILO) is devoted to promoting social justice and internationally recognized human and labour rights, pursuing its founding mission that sound labour relations are essential to prosperity. Today, the ILO helps advance the creation of decent work and the economic and working conditions that give working people and business a stake in lasting peace, prosperity and progress. Its tripartite structure provides a unique platform for promoting decent work for all women and men. Its main aims are to promote rights at work, encourage decent employment opportunities, enhance social protection and strengthen dialogue on economic and social policies.
In Georgia the ILO is supporting the emerging tripartite social dialogue mechanisms, and through this vehicle, has been providing technical support to new legislative and operative frameworks for modern labour relations in the country in line with international labour standards.
Since the modification of the Labour Code in 2006 and the simultaneous abolition of the labour inspectorate, labour rights in Georgia have been a serious concern for the international community. The recently adopted legislative amendments to the Code provide some protection to workers and bring it into greater conformity with International Labour Standards. This will be done through the implementation of one or several projects with specific outputs within a common technical assistance framework, potentially funded by various donors.
Activities are expected to start in January 2014 and will run for a minimum of 36 months, subject to availability of Technical Cooperation funds.
General accountability: The Monitoring & Evaluation (M&E) Officer will support implementation, monitoring and evaluation of the project activities.
Reporting lines:
** The M&E Officer will work under supervision of the Chief Technical Advisor of the project who supports him/her as necessary to carry out the responsibilities of the position.
** Director of DWT/CO-Moscow is the Responsible Chief of the incumbent.
** The incumbent is expected to effectively cooperate with Decent Work Team in Moscow, including with Programme and Evaluation Officers.
Main duties and responsibilities:
Setting up the system:
** Help adjust or revise the project logframe matrix, particularly in the areas of performance indicators and their measurement;
** Help develop and/or finalize the project Work Plan and keep it updated in accordance with project activities and timeframes as relevant.
** Develop the overall framework, for project M&E, for example mid-term project review, impact assessment, final evaluation, develop project Performance Monitoring Plan with relevant data collection systems.
** Review the quality of existing data in the project subject areas, the methods of collecting it, and the degree to which it will provide good baseline statistics for impact evaluation.
** Develop baseline data for each project component and for all project indicators.
** With collaborating partners, review their existing approaches and management information systems and agree on any required changes, support and resources.
** Develop a plan for project-related capacity-building on M&E and for any computer-based support that may be required.
** Organize and undertake training with collaborating partners on M&E as required.
** Formulate methodologies for evaluating the impact of the project interventions.
Implementation of M&E and coordination:
** Collect data on a regular basis, to measure achievement against the performance indicators;
** Check data quality with partners;
** Maintain and administer the M&E database; analyse and aggregate findings;
** Support project progress reporting, project mid-term review and final evaluation.
** Organize refresher training on M&E for partners as required.
** Identify lessons learned and develop case studies to capture qualitative outputs of the project. Provide advice to the supervisor on improving project performance using M&E findings.
** Coordinate knowledge sharing and provide inputs for publications, discussion papers, briefs and other research dissemination outputs;
** Draft terms of reference and coordinate studies in areas related to project activities;
** Organise research workshops and seminars, including event planning, coordination with partner organizations, communications with event participants, and drafting of event proceedings.
** Participate in technical missions for research and fact finding as needed. Conduct missions to monitor and evaluate activities and progress towards achievement of project outputs and identify areas where technical support to project partners is required.
Communication:
** Produce reports on M&E findings and prepare presentations based on M&E data as required.
** Provide the CTA with management information she/he may require.
** Check that monitoring data are discussed in appropriate forum and in a timely fashion in terms of implications for future action. If necessary, create such discussions to fill any gap.
** Perform other duties as requested by the supervisor and/or Responsible Chief.
Qualifications/requirements:
** Education: University degree in economics, statistics, sociology, international development or related field.
** Experience: Two to three years of professional experience in M&E, including the logical framework approach, M&E methods and approaches (including quantitative, qualitative and participatory); planning and implementation of M&E systems; information analysis and report writing. Experience in labour administration/inspection and/or labour relations is an advantage.
** Languages: Excellent command of English and Georgian (written and spoken). Proficiency in Russian is an advantage.

Good knowledge of project formulation, administration and evaluation techniques and practices; Good knowledge of the role and operations of UN system activities for development; Ability to perform a variety of conceptual analytical tasks required for the formulation, administration and evaluation of projects; ; Proficiency in Windows Excel and quantitative analysis; Familiarity with some of the substantive issues handled by the project such as labour administration/ inspection, labour law enforcement, social dialogue, workers' rights; Ability to work on own initiative as well as a member of a team; Excellent drafting skills; Ability to communicate effectively both orally and in writing;; Ability to deal with people with tact and diplomacy.

Conditions for employment:
Grade: NO-B.
Salary per annum:
Minimum: 60,897 Lari.
Rising to maximum: 82,200 Lari.
