Save the Children Country Office in Georgia and Azerbaijan is now accepting applications for the position of Finance and Grants Compliance Manager for Georgia/Azerbaijan.
Grade: 2.
Location: Tbilisi, with occasional travel to Baku as needed.
Reports to: Country Director.
Start date: ASAP.
Post type: Open ended.
Role purpose:
Lead finance, awards and budget management functions/teams, including precise and timely oversight of master and project-specific budgets; closely monitor FMS and AMS and facilitate transaction approvals by CD; ensure timely, accurate donor financial reporting; lead proposal budget preparation in partnership with program colleagues.
Key areas of accountability:
Financial accountability:
** Ensure compliance with established financial management and reporting policies, procedures and protocols
** Monitor finances routinely to ensure that all transactions are reasonable, allowable and allocated to correct funding sources/budget lines and correctly coded and posted in SC FMS
** Check and verify that all required supporting documents are in place in support of payments
** Review all posted vouchers, and also backstop finance coordinator to post vouchers as needed.
Budget planning-monitoring:
** Develop and track annual Master Budget
** Help CD ensure that relevant program and administrative staff, and partners, are fully aware of budgetary resources, and are able to monitor budgets/spending
** Track Budget vs. Actual reports monthly and/or as requested for Budget Holders to ensure spending is on track and charging/reporting is accurate within award(s) budget(s)
** Track designated/undesignated funds
** Prepare accurate financial reports for donors per their requirements and schedules and in coordination with Budget Holders
** With program colleagues prepare proposal budgets, ensuring adherence to donor formats, rules and requirements;
** As AMS focal person, post proposals, budgets/notes, amendments, agreements, etc. Also, mentor Finance Coordinator to be able to use the AMS system
** Participate in Country Annual Plan and Country Annual Report preparation, focusing on finance, budget, awards, risk assessment and MOS self-assessment.
Control and supervision:
** Track and update Risk Assessment Tool regularly and submit in case of new risks
** Ensure that actions are in place to minimize the risk of fraud or theft
** Ensure the security of all cash and assets, e.g. regular cash and bank reconciliation, fixed asset and inventory physical checks
** Lead inductions and staff trainings for finance procedures, donor reporting requirements, etc.
Additional:
** Oversee adapting/revising SC finance guidelines/manuals for Country Office context
** Visit projects and partners at least quarterly to ensure knowledge of projects and support partners
** Other activities requested by the Country Director to ensure best practice finance-budget-award management.
Required qualifications:
** Advanced degree in Finance and/or Accounting (internationally recognized qualification, practical experience equivalent will be considered) with significant post qualification accounting experience
** Professional experience
** NGO experience with donor funded activities: 5+ years
** Experience of and well developed skills in staff management, supervision and capacity building
** Good analytical skills
** Computer literate (i.e. Word, advanced Excel, Outlook, Internet Explorer, financial systems)
** Excellent planning, management and coordination skills, and ability to organize a complex workload
** Strong communication (written and spoken) and interpersonal skills in English.
