MSI is pleased to announce a vacancy for the position of Center for Civic Engagement Deputy Coordinator/Resource Library Coordinator.
Location: Marneuli
Period: TBD (through end of February with option to continue the end of 2014)
Responsible to: Center for Civic Engagement Coordinator, Director of the Centers for Civic Engagement and Chief of Party of the Good Governance in Georgia Program
Responsible for: Assisting the Center Coordinator in services delivery for Center for Civic Engagement (CCE) in Marneuli. This includes assistance with facilities, operations, coordination, and outreach to ensure CCE utilization under Program policies and procedures, and regional travel in Georgia.
Responsibilities:
**Assist the CCE Coordinator in day-to-day operations of the CCE;
**Organize, manage and maintain a resource library;
**Manage and supervise proper and expedient usage of computers under Program policies and CCE use policies;
**Assist in creation of a mailing list of CCE users and event attendees;
**Assist in developing an event calendar and scheduling center activities in accordance with the CCE access policy;
**Review applications or other center documents independently or in conjunction with Coordinator to determine acceptance or make decisions pertaining to the center as assigned;
**Assist in preparation of periodic reports on center activities, progress, status or other topics as required;
**Assist the CCE Coordinator in evaluating center activities for effectiveness through annual surveys among members of the local community;
**Serve as a liaison with external public agencies, political parties, CSOs, media, and ordinary citizens;
**Maintain direct contacts with beneficiaries and various relevant organizations or initiative groups associated with the center goals and purpose;
**Participate in developing the CCE's website and entering CCE schedules and activities;
**Assist the CCE Coordinator to initiate and facilitate a minimum of two issue-based events per month;
**Assist Coordinator to ensure that a minimum of two Town Hall meetings hosted by local government officials and/or political party leaders are held in the Center each quarter;
**Participate in developing an efficient public outreach scheme for the CCE activities and events;
**Assist the CCE Coordinator in preparing communication and promotional materials for distribution such as newsletters, posters, brochures, or flyers, and coordinate their printing and distribution;
**Confer with the CCE staff, CCE visitors, students and others to provide technical advice, problem solving assistance, and answers to questions related to center goals and access policy interpretations;
**Assist the CCE Coordinator in logistics and maintenance of the facility and its equipment, including library and IT-access materials and equipment;
**Serve as center representative in the absence of the CCE Coordinator, responding to and resolving emergency situations and ensure all aspects of events/activities are implemented and controlled according to approved policy;
**Represent the CCE in private meetings, public forums, and the media as required;
**Act as CCE Coordinator in the absence or incapacitation of the Coordinator;
**Assist the Coordinator in meeting all Program reporting requirements;and
**Undertake any other related duties consistent with the grade and responsibilities of the post as required.
Qualifications and competencies:
**3 or more years of professional experience in community or organizational mobilization and development;
**University degree;
**Knowledge of basic principles of civil society, media, political parties and local government functioning or knowledge of how to access such information;
**Experience in community mobilization, civil society development, cross-organization relationship building, outreach, and familiarity with political and civil society trends in the country and region;
**Experience managing published resources;
**Aplomb in the face of political pressure;
**High sense of independence, impartiality, and tolerance;
**Skills in activity planning, managing and evaluating;
**Strong communications skills;
**Strong interpersonal skills to maintain good relationships with partners and others;
**Strong conflict management and negotiation skills;
**Russian and Georgian language fluency;
**Ability to write concise and accurate narrative reports;
**Ability to work under pressure and with minimum supervision;
**Familiarity with standard office equipment and audio-visual devices;
**Ability to travel frequently within the region; and
**Computer literacy in basic Microsoft Office programs: Word, Excel; PowerPoint; Internet, etc.
Other: Willingness to work outside normal office hours and on weekends is required.
The anticipated work schedule for this position is 10:00-19:00 5 days per week, which will include Saturdays.
