Grants Procurement Consultant

USAID`s Agriculture Program in Georgia is a five-year activity that will accelerate the growth of agricultural sub-sectors that demonstrate strong potential to create jobs, increase incomes and increase micro, small and medium enterprises (MSME) revenues. The USAID Agriculture Program will deliver firm-level investment and tailor-made technical assistance to entrepreneurial, market-driven enterprises, production clusters and supporting associations and service/information/extension providers to foster inclusive and sustainable market systems development. The USAID Agriculture Program provides competitive cost-shared grants and technical assistance to address identified gaps in targeted value chains that will result in the improved productivity and production capacity of MSMEs, strengthened value chain linkages, increased access to markets, and improved capacity of MSMEs, cooperatives, associations and service/information/extension providers.

As of today, the USAID Agriculture Program has issued more than 70 in-kind grants all over Georgia and twenty more are to be approved. Due to the COVID pandemic, the procurement process was slowed down. The Program has to conduct grant procurements in a timely fashion to mobilize all in-kind grant projects and operationalize them.

The Grants Procurement Consultant will serve as a member of the Finance and Administration unit and will work under the direct supervision of the Grants and Procurement Manager to support in the day-to-day implementation of the grants management process. The Grants Procurement Consultant will support the implementation of the procurement process for the Program`s in-kind and capacity-building grant mechanisms, including the preparation of tender documentation, the evaluation process of offers submitted in response to RFQs, and drafting of relevant selection memorandums and ensuring that the required paperwork is complete.
