Request for expression of interest: Baseline and Endline Analysis, Disaster Risk
Reduction
Programme, South Caucasus
Background:
In June 2012, Oxfam started the second phase of DIPECHO funded regional
program "Supporting Community Resilience in South Caucasus". Under the
indicated project baseline and endline survey must be conducted in order
to track changes over the lifetime of the project.
Oxfam GB is pleased to invite organizations, which are in a position to
carry out the assignment in line with the below requirements, to express
their interest.
Major duties and responsibilities:
** Develop a questionnaire to make it relevant with the proposal of the
second phase of DIPECHO funded program, with consideration of the
Logical Framework of the program, (Specific Objective and Result 1)
where Pre- and Post-Survey is a Source of Verification of stated
Objectively Verifiable Indicator
** Conduct surveys in Armenia - Vayots Dzor region, Georgia - Adjara
region and Azerbaijan - Salyan and Neftchala (150-200, per each country)
in a relevant local language.
** Input data into SPLF (spool file format) for both baseline and endline survey
** Provide statistical analysis per country and region of each question in table format for both baseline and endline survey
** Provide statistical analysis of changes in answers to questions
between the baseline and endline in percentage (%) or numerical format.
Whenever there is a qualitative question, numerical coding will be used
for its further analysis
** Endline narrative: Write summarized narrative report covering
the required points both regionally and per each country.

* Work shall be carried out in close collaboration with the
Programme Coordinator and Programme Officers for each country
respectively.
Terms and conditions:
Work shall be carried out during the following times and reports shared with Oxfam on end dates:
Baseline: August 15, 2012 - September 15, 2012.
End line: August 1, 2013 - August 31, 2013.
All materials shall be presented in English.
Payments for the assignment will be regulated by the contract
conditions. Please note that Oxfam GB is VAT exempted under the entire
project.
Requirements:
Interested organizations should provide the following information:
** List of similar assignments carried out previously (subject of the assignment and the contracting authority)
** Sample of one of the recent assignments (in English)
** Proposal on methodologies, timetable and overall tentative cost (one page, in English)
** Name of the organization, contact information and contact person
** Registration document of the legal entity
** Letter from the tax department or judiciary confirming that
the organization is not being reorganized or liquidated and that there
is no bankruptcy case against it
** Copies of audited accounts for the last two years.
** Letter from the Tax Department confirming that the organization has no overdue payments to the state budget.
