Care International in the Caucasus is seeking a Project Director for the upcoming project under the EU European Neighborhood Programme for Agriculture and Rural Development (ENPARD) in Georgia.
In Georgia, CARE's program is focused on alleviation of economic need and the enhancement of social justice and security amongst Georgia's poorest rural communities. After examining the underlying causes of poverty in these communities we highlighted four main domains where action could be most clearly directed in order to achieve that goal. These domains draw directly on CARE's unifying framework which seeks to achieve the three pillars of social equity, livelihood security and improvements in the governance environment. Following on from these the domains of action for our program are governance, civic participation, security and markets. By tackling key problems in each of these areas we believe we will be able to most effectively help our target communities.
Project Director will lead the planning and implementation of the project, overseeing all its aspects (including programmatic, financial, administrative, and personnel related). S/he will also be responsible for meeting the project's objectives and will ensure that all project interventions are of high quality and lead to a measurable impact. This includes, but is not limited to, overseeing the annual work-plan preparation, identifying external technical support needs, ensuring that appropriate management practices are being used in project implementation and the monitoring and evaluation systems are being used to provide timely management information. Project Director will directly cooperate with the European Commission Delegation to Georgia, and will have to maintain good working relationships with partners, members of academia, sub grantees, host government officials, civic society organizations, local community-based organizations, and other stakeholders.
Responsibilities and tasks:
** Lead the overall personnel and ensure program quality;
** Contribute to achieving a sustained increase of food production and rural poverty reduction in Georgia;
** Lead overall project activities and day-to-day management in order to achieve all program objectives in a timely manner;
** Provide technical leadership and guidance in the area of agriculture and rural development;
** Provide strategic support to setting-up and building a network of agro-cooperatives;
** Ensure program deliverables and reporting are of high quality;
** Serve as the primary liaison contact to the European Commission Delegation to Georgia for project related efforts;
** Oversee all components of the program, including engaging Georgian civil society organizations, members of academia, government officials on national and local level, international and domestic non-governmental organizations working in the area of agriculture and rural development in Georgia;
** Conduct management, mentoring and monitoring at all sites.
Qualifications and skills:
** University degree in Agriculture, Ag/Economics, Management or Governance from a recognized university. Solid experience in agriculture and rural development, including experience in working with agro-cooperative organizations. At least 5 years' experience in project management; programme and policy development in an international setting, with a strong governance and institutional development focus;
** Extensive European Union project experience, understanding of EC practices relating to effective and compliant project implementation; proven leadership and people management skills, including a minimum of 3 years' experience in a project / programme leadership role for EU projects of significant volume;
** Demonstrated ability to effectively manage a diverse team of employees, demonstrated ability to create and maintain effective working relationships with donors, partners, media, members of academia, legislators host government officials, civic society organizations, local community-based organizations, and other stakeholders.
** Extensive knowledge of Institutional/Organizational Development with experience as a policy advisor, including a minimum of 5 years' experience working in/with central or regional government institutions in developing countries in institutional, policy and planning development or other related fields;
** Experience working in post conflict countries is desired;
** Experience in the Caucasus region is highly desirable, and knowledge of the political, economic and social context of Georgia would be considered an advantage. Familiarity with rural Georgia, or a similar environment, would be an asset.
** English language fluency required, and Georgian language working knowledge highly desirable.
