Management Systems International (MSI) is a Washington, D.C.-based development firm founded in 1981 with a corporate commitment to improving public sector management in the U.S. and abroad. MSI is implementing the Good Governance in Georgia (G3) program under contract with the U.S. Agency for International Development (USAID). The G3 program works with national and local governmental agencies to improve services, efficiency and instill good governance practices. G3 will help improve transparency, accountability and institutional efficiencies at all levels of government of Georgia institutions, stakeholders, civil society and citizens.
The overarching goal of the G3 is to address challenges facing governance at the local and national levels as well as to promote broader citizens engagement with their elected officials, the media, civil society, and the members of political parties through establishment and maintenance of Centers for Civic Engagement throughout Georgia. G3's Component One promotes more responsive and engaged governance at the national level by improving institutional efficiency, transparency and accountability and implementing mechanisms and systems for internal and external communications.
USAID G3 supports the initiative of the Government of Autonomous Republic of Ajara (GoARA) to improve human and institutional capacity of GoARA agencies in the field of monitoring & evaluation and strategic planning. Overall goal of the G3 TA is to support GoARA in institutionalization of M&E and SP mechanisms and tools through provision of intensive capacity development activities to newly appointed senior and mid-level managers of the GoARA agencies.
This request for proposals is to provide assistance to GoARA in delivering intensive capacity development trainings to the GoARA senior managers. This assistance will include designing and delivering three training modules to the GoARA senior managers, including "Public Policy Analysis", "Strategic Planning - Result Based Management" and "Monitoring and Evaluation".
