The USAID Human and Institutional Capacity Development (HICD) PLUS project is seeking a Trainer/TOT Expert to assist Georgian State Electrosystem (GSE) improve the capacity of its training unit. GSE is a joint stock company owned by the Government of Georgia and is under the auspices of the Ministry of Energy of Georgia. GSE's main functions include: a) ensuring electric power transmission over the entire territory of Georgia, and b) electric power dispatching.
GSE has a critical role in the energy sector of Georgia - it is responsible for delivering safe, affordable, reliable, and environmentally-balanced electricity over the whole country. To perform its role successfully, it is vitally important for GSE to have a large pool of well-trained technical, as well as managerial and administrative staff.
The training unit at GSE consists of two divisions: (i) the Technical Staff Retraining Center and (ii) the Training Center. The Technical Staff Retraining Center focuses on building the capacity of the technical staff, while the Training Center focuses on performance improvement of the management and other administrative staff. Both function separately from each other, but are under the department of Human Resources (HR) and Organizational Development.
It is expected that this assignment will start in the second half of November or the beginning of December, 2013. The TOT expert will be based in Tbilisi.
Responsibilities:
1. Strengthen GSE's in-house capacity by providing a two-part TOT course focused on course design and delivery:
** The TOT on course design should teach participants how to develop performance objectives for courses, create design documents, develop instructor and participant materials, monitor and evaluate trainings, manage training projects, put training systems in place, etc;
** The TOT on course delivery should focus on modern adult instructional delivery techniques.
2. Establish a training needs assessment system for both centers. This will include developing training needs assessment tools (e.g. questionnaires) together with GSE staff, and coaching them on data collection and processing mechanisms.
Required qualifications:
** A university degree;
** At least 5 years of relevant experience;
** Strong analytical skills;
** Excellent communication skills;
** Ability to take initiative and work with tight deadlines;
** Fluency in Georgian;
** Strong computer skills (Microsoft Office Programs, Excel, Internet, PowerPoint).
