Department: Black Sea Trust for Regional Cooperation
Reports to: Director, Black Sea Trust
Position will be available for a one year contract with the possibility of extension depending upon availability of further funding.
GMF's Bucharest office is seeking a program officer to manage its grant portfolio related to Eurasia. This office acts as headquarters for the Black Sea Trust for Regional Cooperation (BST), which is funding programs that strengthen cross-border ties, civic participation, democratic governance, and the rule of law in the wider Black Sea region. The broad goals of the Black Sea Trust include building trust among citizens in their public institutions and to strengthen this critical set of institutions; affirming the value of citizen participation in the democratic process; and fostering regional, cross-border ties in the public, private, and non-profit sectors.
Key areas of responsibility:
** Contribute to the quality and effectiveness of BST funding in Eurasia.
** Update BST staff and, as requested, Advisory Board, on developments in the region
** Maintain a good relation with and knowledge of potential and real applicants to BST funding
** Ensure a broad distribution of calls/announcements for proposals in the region
** Maintain communication with applicants
** Identify valuable project ideas and implementers
** Prepare proposals for the Review Committee and assist the Committee in performing its task
** Monitor projects implemented with BST funding in Eurasia
** Assist BST and GMF staff in their activities in the region
** Other responsibilities related to the goal of the job, as required by the supervisor.
Qualifications and requirements:
** three to five years experience in grant making
** fluency in English and Russian
** strong analytical skills
** good knowledge and understanding of civil society in the Post Soviet space.
** knowledge of international relations a plus
** excellent communication skills
** minimum of a Bachelor's degree in related field
** willingness to relocate to Bucharest.
Salary will commensurate with experience.
