The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is a service enterprise for development cooperation with international operations and global experience. Owned by the Federal Republic of Germany, the organisation operates as a private-sector enterprise with a development-policy mandate: to make sustainable improvements to the living conditions of people in partner countries world-wide.

The Economic and social participation of vulnerable displaced and local population in the South Caucasus - EPIC is a regional programme, implemented by Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH since 2017. The programme is commissioned by the German Federal Ministry for Economic Development and Cooperation (BMZ) under the Special Initiative - Tackling the Root Causes of Displacement, Reintegrating Refugees (SI Displacement).

To reach its aim of improving the economic and social participation of vulnerable internally displaced persons (IDP), refugees and members of the local population in the South Caucasus EPIC p intervenes in the following 5 fields of action:

  • Capacity development of state or civil society organisations, to provide new or improved services directed towards economic and social participation of the targeted population.
  • Increasing economic perspectives of vulnerable internally displaced persons and members of the local population, especially women and young people;
  • Creating new economic perspectives for vulnerable internally displaced women and women of the local population, with and without disabilities;
  • Enabling vulnerable internally displaced persons and members of the local population, especially young people and women, and their organisations, to promote change in their communities
  • Capacitating state institutions, civil society actors, and representatives of the vulnerable internally displaced persons and members of the local population to lead the dialogue.

All five objectives target especially women, young people, and people with disabilities.

Target Group

In Georgia, the programme covers vulnerable internally displaced persons (IDPs) and vulnerable members of the local population, primarily in the regions of Samegrelo and Kvemo Kartli. There are around 286 000 IDPs registered in Georgia. Thereof, 77% live in urban settlements and 23% - in rural settlements. Majority part of them live in the capital Tbilisi (around 40%) and in the Samegrelo-Zemo Svaneti region (around 30%) in Western Georgia. The proportion of women in the IDP group is slightly higher (54%), however, they represent only 31% of the working IDPs. Apart from IDPs, EPIC works for vulnerable local population, including ethnic minorities and other disadvnatged groups. Out of the programme`s locations, Kvemo Kartli is the regions with the highest number of ethnic minority groups: Kvemo Kartli having around 41% of Azerbaijanian (177, 032) and 5% of Armenian populations (21, 500). Their active engagement in the local development, decision-making and dialogue processes is the main objective EPIC sets.

The main target group for Field of Action 5 are state actors, civil society organisations and vulnerable internally displaced persons and the local community. Covering such a diverse range of communities and target groups, EPIC aims to facilitate cooperation among these groups through the participatory dialogue process.

Objective and indicators of the Component

Objective of Component 5 is to support the dialogue process between state institutions, civil society actors and vulnerable displaced and local population.

It translates into the outcome indicator:

  • A dialogue process has been supported between state institutions, civil society actors and vulnerable displaced and local population with a thematic focus on women, youth, and persons with disabilities
  • At the output level the indicator aims at:

Capacitation of state institutions, civil society actors, and representatives of the target group are to lead the dialogue, through:

  • A gender-, inclusion- and conflict-sensitive concept for dialogue process between the target group and state actors is developed in a participatory manner.
  • Up to 50 representatives of 2 state and civil-society actors and target groups of which 25 (50%) are women, took part in trainings to develop dialogue capacities, including topics of self-representation, non-violent communication, conflict sensitivity, and dialogue facilitation

Scope of Activities of the Component:

The scope of intervention under this ToR refers to Component 5 that in Georgia serves to strengthen capacities for gender-, inclusion-, context- and conflict-sensitive dialogues between state and non-state actors, including vulnerable internally displaced persons and members of the local population; and supports to develop the concept for dialogue through the participatory process.

Potential activities under the component may include, but are not limited to:

  • Identification of target groups, internally displaced and local population, and their representative organisations as well as local state insitutions, civil society organisations, as well as self-advocacy organisations.
  • Identification of potential dialogue concept (s) and development of a gender, inclusion and conflict-sensitive concept adapted to the respective context
  • Design and implementation of the training courses adapted to the various target groups to strengthen capacity, among other things, in the field of dialogue promotion, implementation and self-representation of interests, conflict sensitivity, Do-No-Harm, non-violent communication
  • Support the representation of interests and dialogue with the host community and local decision-makers
  • Creation of a mutual understanding among the target groups about the necessity and advantages of a common conflict-sensitive dialogue

The process should be carried out through close cooperation and mutual implementation with the EPIC team.

Funding details: The overall indicative amount under this call for proposals is GEL 150 000.
