Background:
EDC is currently seeking a variety of senior technical and management specialists for a U.S government-funded project to improve general education quality in Georgia. Specifically, the project aims to:
1. provide professional development for educators including improving (a) secondary school teachers' and other education professionals' performance in the classroom in science, math, English language, and ICT, (b) school management, and (c) curriculum delivery support
2. support the implementation of high quality classroom assessments.
EDC is inviting applications from suitably qualified persons for the following positions:
1. Education Materials/IT Specialist: The candidate should have a degree in the area of information systems and technology and/or in curriculum materials delivery. The Specialist should have at least 5 years of experience in designing and implementing curriculum delivery projects, in assessing the needs for and designing/selecting appropriate curriculum materials (including laboratory furniture and equipment), and in designing IT systems and identifying equipment requirements in developing or transition country educational systems.
2. Classroom Assessment Specialist: The candidate should have at least 5 years of experience in evaluating and designing classroom assessment programs. The Specialist should hold an advanced degree in Education, Social Research Methods, or relevant disciplines. The Specialist should have demonstrated experience in identifying critical needs in classroom assessments across an education system, including designing programs to address those areas in developing or transition country contexts.
3. Program Manager: Works closely with and reports to Team Leader (TL) and is responsible for ensuring that the work continues according to plans and stated project objectives in absence of TL and between visits to Georgia. Remains in close communication with TL; helps arrange meetings and logistics for international team; assists with report writing.
4. Private Sector Engagement and Partnership Building Specialist: Responsibilities will include: 1. research and analyze potential private sector partners, both Georgian and international to support professional development of educators; 2. develop a private sector engagement and partnership strategy to implement the Training Teachers for Excellence and the Classroom Assessments activities. Potential private sector partners could include technology partners, private foundations, business associations, etc.
5. Project Design Specialist: works with the team specialists to design proposed project to improve the quality of education in Georgia. Particular interest is a secondary school education in science, mathematics, ICT and English.
6. Translator: Convert written material from Georgian to English, ensuring that the translated version conveys the meaning of the original as clearly as possible. May also accompany non-Georgian team members. Must be fluent in Georgian and English.
7. Costing Specialist: Develop accurate project cost proposal during project development with input from the technical team; attention to detail and excellent Excel skills and experience working with government and other donors funding models a plus. Basic knowledge of costing for the education sector in Georgia is required.
For all of the positions named above, proven experience providing support and assistance to Ministry-level staff and officials and the ability to facilitate timely and effective coordination among multiple agencies/stakeholders at the local and national levels is preferred; previous experience in Georgia and/or the neighboring region is desirable; and English language fluency is required. In addition, candidates with at least 5 years of demonstrated experience in the social, gender, and ethnic minority aspects of education programs as well as in rigorous monitoring and evaluation of education projects in developing or transition country settings are highly encouraged to apply.
