The National Farmer Organization's Specialist shall operate under the overall guidance and responsibility of the FAO Representative for Georgia, the guidance and technical supervision of CTA, day-to-day management of the Deputy Team Leader and the International Farmer Organizations' Specialist, in close collaboration with the other international and national consultants, FAO Country Office and Ministry of Agriculture (MoA) in Georgia.

Duties and Responsibilities:
** Advise the MoA, the Agency for Agricultural Cooperatives Development and farmers and other stakeholders on how to develop effective farmer organizations in Georgia and including providing examples from the EU and other countries, appropriate legislation, support and incentive tools;
** Assist with coordinating the review of current activity and support to farmer organizations in Georgia and the finalization and dissemination of a summary report;
** Assist with developing an appropriate national strategy for the development of farmer organizations in Georgia;
** Assist with developing and implementing a farmer cooperative awareness programme;
** Assist with developing, together with the MoA and the EU Delegation, a monitoring and evaluation system for ENPARD call for proposals program;
** Assist to advice grantees on ENPARD call for proposals programme and facilitate coordination among grantees on lessons learnt Support (as requested by the MoA) the improved understanding of farmer cooperation and implementation of the national strategy for policy makers, farmers, buyers, suppliers and advisers through training, direct advice, conferences and information materials as appropriate;
** Support the International Expert on Farmers' Organizations and the Head of the in the following areas:
** Creation and implementation of the strategy and action plan for cooperative/farmers' organization development;
** Take active part in implementation of the strategic measures and the action plan;
** Maintain the performance indicators system for cooperative/farmers' organizations development;
** Participate in development and implementation of the farmers' awareness programs;
** Take part in development and maintenance of the farmers' organizations database;
** Liaise with the EU, MoA and FAO in relation to program implementation and development;
** Identify and draft the specifying training needs for the farmers
** Take part in implementation of the relevant training programs, workshops and seminars;
** General promotion of cooperative movement in Georgia including, objectives, outputs, importance, and results;
** Perform other functions as prescribed by ENPARD goals and objectives.
Qualifications:
** At least a master's degree in agriculture and/or economy or related field;
** At least 5 years of relevant practical field experience in agri-policy development/support of cooperatives/farmers' organizations;
** Computer literacy with spreadsheets, databases and electronic programs is required;
** Excellent communication (both written and oral) and presentation skills;
** Knowledge of Georgian rural communities is required;
** Fluency in English and Georgian is required.
