Oxfam GB is announcing an opening for the position of Partnership Finance Officer.
Location: Tbilisi
Employment status: full-time employment agreement, competitive salary and benefits package
Contract length: 4 years
** Liaise with programme on the development and maintaining of partner financial requirement and management.
** Check grant payment requests ensuring compliance to agreed conditions of payment.
** Provide support to the partner on financial reporting, requirements and procedures
** Assist programme on capacity building to partners on financial system and control in compliance to OGB and donor requirements.
** Ensure financial compliance through audit check of finance reports from partner NGOs and provide written feedback to relevant programme Coordinators/Officer
** In coordination with FO (operational) share responsibility of preparation of Monthly financial report on monthly basis within given deadlines
** Ensure compliance of programme staff on grant monitoring, balances and closure of grants.
** Provide support with initial stage proposal budgeting as required
** To make regular field visits and liaise with OGB's partners and prepare and file visit report
** Working closely with FO (operational), programme staff and funding on donor reporting, responsible for accuracy of partners financial reports as a part of consolidated report.
** Responsible for safe keeping of all records received from partner (invoices, reports…)
** Coordinate financial issues between programme, partners and Oxfam finance
** Communicates frequently with programme and line manager to ensure that all those who need to share information are well informed.
** Overview and make sure all payment request are dealt with in line with the internal procedures, including supporting documents and authorization levels.
Required qualifications:
** At least 4 years of experience in a similar role
** Education to a degree level in a relevant field
** Manages resources and deadlines with minimum supervision.

** Excellent knowledge of accounting.

** Ability to adapt to a fast changing environment and numerous, conflicting job requirements.
** Be computer literate, especially in excel
** Fluency in Georgian and English
