Georgian Center for Strategy and Development (GCSD) is implementing the project, "Empowering Georgia in Preventing Proliferation of Advanced Conventional Weapons and Enforcement of Sanctions, " with the support of the U.S. Department of State. Work on the project began on October 1st, 2022, and will last for 14 months.
The project aims to raise awareness of the risks related to facilitating Russia`s access to the components of advanced conventional weapons and prevent sanctions evasion.
The primary beneficiaries of the project are: Financial institutions/banks, logistical companies, business associations, Ministries of Economy and Finance; while the secondary beneficiaries involve the civil society organisations, academia and media.
Operationally, the project produces the deliverables such as: development of a financial and operational compliance manual, development of a training module, development of a policy paper on ACW proliferation supply-chain risks, conducting training sessions with beneficiaries, and other.
This Terms of Reference (ToR) concerns the deliverable of "Development of a Policy Paper on ACW proliferation supply-chain risks".
The policy paper will build on understanding the situation in Georgia with regard to the risks and challenges associated with Russia related ACW proliferation, and demonstrate the potential statutory gaps, institutional shortcomings, as well as other pertinent topics.
