ACDI/VOCA is announcing an opening for the position of Program Accountant.
Duty station: Tbilisi.
Program summary:
ACDI/VOCA is implementing the USAID-funded Farmer-to-Farmer (F2F) program. F2F's overall goal is to generate rapid, sustained and broad-based economic growth through short-term technical assistance in the agricultural sector. A secondary goal is to increase the American public's understanding of international development issues and programs as well as international understanding of the United States and U.S. development program. Volunteer activity supports growth within specified agricultural value chains and impacts the host organizations through one of four core assistance areas: economic growth, organizational development, financial services and/or environmental management.
Summary:
Under the supervision of the Country Director, the Program Accountant will be responsible for the following tasks:
** Assure that the financial aspects of the Farmer to Farmer Program meet all requirements of USAID in funds accountability
** Prepare all required financial reports and ensure that information entered in the general ledger is accurate, complete and in full compliance with Government of Georgia, ACDI/VOCA and Donor's requirements.
** Track project expenditures and ensure consistency with the approved budget; make budget projections and track project expenditures against projections.
** Ensure cost and quality control of all tasks and assignments undertaken to achieve programmatic goals under the contract.
** Maintain project accounts in QuickBooks, or any other accounting software program as assigned by ACDI/VOCA.
** Prepare for project audits and lead project team through audit processes, respond to and implement audit inquiries, findings, recommendations and observations.
** Ensure compliance with all Government of Georgia taxation regulations and requirements, as well as other legal and statutory mandates.
** Maintain close and ongoing communications with the project's banking institution to ensure accounts and transactions are regularly monitored and balances verified.
** Prepare and administer payroll on a monthly basis, ensure staff receive salary payments in timely fashion, and that all appropriate deductions are made.
** Ensure all ACDI VOCA's local tax liabilities are calculated according to the Local Labor Code, declared and paid on time.
** It is Finance Manager's responsibility to avoid ACDI VOCA from any tax related penalties in the country.
** Undertake any other related duties consistent with the grade and responsibilities of the post as required.
Qualifications and competencies:
** Program Accountant should have appropriate academic background (Finance, Economics or Business) and professional qualification;
** Five or more years of professional work as an Accountant;
** Minimum 5 years of practical work experience in donor funded development programs/projects;
** Strong interpersonal skills; ability to interact effectively with program staff;
** Excellent communication skills, with English and Georgian language fluency required;
** Good knowledge of Georgian tax and labor legislation;
** Computer literacy and proven knowledge of and experience with computerized accounting systems, especially with accounting packages as well as advanced Excel skills. Work experience in QuickBooks.
