Experts for EU Project

The EU funded Project "Support to Regional Policy Implementation" (www.regpol.ge) is assisting the Ministry of Regional Development and Infrastructure of Georgia (MRDI) in the preparation of a Regional Development Programme for Georgia (RDP) for 2015-2017. The initial analysis and assessment of the current situation in terms of regional disparities is under way and work is expected to start early in 2014 on the identification of the key regional development priorities facing Georgia together with the formulation of appropriate policy instruments and measures to address them. This work will be led by an inter-Ministerial Working Group established by the Government Commission on Regional Development which will be supported by the technical assistance team of this project.
As the priorities and policies that will emerge from this process can be expected to encompass a range of sectoral issues, we are seeking to recruit a number of short term sectoral experts to provide technical input in support of the Working Group. The tasks of these experts would be to provide liaison between the Working Group, and the relevant sectoral line Ministries, in particular MRDI (where in addition, coordination support for MRDI in relation to the Working Group and the Commission for Regional Development would be required), the Ministry of Economy and Sustainable Development, the Ministry of Education and Science, and the Ministry of Agriculture. In addition, we wish to recruit a short term expert to assist in the development of the financial framework of the RDP.
At this stage it is not possible to specify in detail the tasks to be performed as these will very much depend upon the priorities selected, and the policy responses required from the relevant line Ministries to address them. The short term experts, working under the direction of the Project Team Leader, should therefore be prepared to respond in a pro-active way to the demands of the programming process.
It is expected that these assignments will take place during the period January to June 2014, but this may be extended by agreement, if necessary.
The profiles of the experts required, and the maximum number of days foreseen for each expert, are as follows.
1. Expert in Regional Development and Infrastructure (maximum 40 days)
Qualifications and skills:
** A university degree in economics, business, public policy, public administration or a related area or at least 5 years practical experience in regional development.
** Full fluency in both English and Georgian, both written and spoken.
General professional experience: At least 10 years of professional work experience.
Specific professional experience:
** At least 5 years of professional work experience in the field of regional development.
** Familiarity with current policies and instruments for regional development and the provision of public infrastructure in Georgia.
** Knowledge of Georgia's regional/local issues related to the sector will be an asset.
2. Expert in Economic Development (maximum 30 days)
Qualifications and skills:
** A university degree in economics, business or a related area or at least 5 years practical experience in economic development.
** Full fluency in both English and Georgian, both written and spoken.
General professional experience: At least 10 years of professional work experience.
Specific professional experience:
** At least 5 years of professional work experience in the field of economic development.
** Familiarity with current policies and instruments for economic development in Georgia.
** Knowledge of Georgia's regional/local issues related to the sector will be an asset.
3. Expert in Agriculture/Agri-food Sector (maximum 30 days)
Qualifications and skills:
** A university degree in agriculture, agronomics or a related area or at least 5 years practical experience in agriculture and the agri-food sector.
** Full fluency in both English and Georgian, both written and spoken.
General professional experience: At least 10 years of professional work experience.
Specific professional experience:
** At least 5 years of professional work experience in the field of agriculture and the agri-food sector.
** Familiarity with current policies and instruments for the development of agriculture and the agri-food sector in Georgia.
** Knowledge of Georgia's regional/local issues related to the sector will be an asset.
4. Expert in Education and Vocational Training (maximum 30 days)
Qualifications and skills:
** A university degree in education or a related area or at least 5 years practical experience in education and vocational training issues.
** Full fluency in both English and Georgian, both written and spoken.
General professional experience: At least 10 years of professional work experience.
Specific professional experience:
** At least 5 years of professional work experience in the field of education and vocational training.
** Familiarity with current policies and instruments for education and vocational training in Georgia.
** Knowledge of Georgia's regional/local issues related to the sector will be an asset.
5. Expert in Public Finance Management (maximum 30 days)
Qualifications and skills:
** A university degree in finance, economics, public policy, public administration or a related area or at least 5 years practical experience in public finance management.
** Full fluency in both English and Georgian, both written and spoken.
General professional experience: At least 10 years of professional work experience.
Specific professional experience:
** At least 5 years of professional work experience in the field of public finance management.
** Familiarity with current public finance management practices and procedures in Georgia.
** Knowledge of Georgia's regional/local issues related to public finance management will be an asset.
