CRRC is seeking an experienced Adjudicator, to assist in assessing the transparency of funding for think tanks around the world. CRRC has rated approximately 140 institutions worldwide, using a five-star methodology. The institutions are benchmarked against objective criteria and the ratings provide links to facilitate adjudication.
Specifically, the adjudicator will be expected to:
** contribute 10 ratings, to familiarize with methodology
** review existing ratings, where necessary, also help clean the data
** adjudicate potential discrepancies, and offer explanations for the adjudications
** spot check all ratings, to ensure consistency and quality
** document more systematic discrepancies, including error rates of all raters
** provide a two-page final report, with recommendations, as they are relevant to the existing approach.
Deliverables:
1. cleaned data, with decisions on all rated institutions, in impeccable condition
2. report on accuracy of ratings by each individual
3. final recommendations report, for improving future ratings.
Qualifications:
** advanced degree (Master's degree or higher) in social sciences or law
** experience with policy research, preferably five years or more
** extensive and demonstrated international experience
** demonstrated experience in evaluating institutions
** native-level fluency in English, extraordinary attention to detail
** high proficiency in Microsoft Excel
** available to work immediately upon award.

Expected level of effort:
It is expected that this work can be completed in less than two working days. Most discrepancies will be the result of an oversight, as sometimes information is hard to identify on websites, keeping substantive adjudication cases under 20%. The available budget is $450 gross (i.e. minus Georgian taxes and social contribution). The work needs to be completed within four days of receiving the files. Some follow up may be required, but will be limited in scope. The adjudicator will be contracted for another effort in November/December 2014.
