ADP is WV's approach to work with communities in urban and rural setting, through involving and activating partners on different levels, in order to contribute towards the CWBOs (Child well being outcomes) and bring positive changes in lives of children and their families.
Purpose of the position:
To lead the creation and set up of an Urban Development Program (ADP) in Tbilisi, through managing a thorough assessment and design process, relationship building with local government and community structures, and office staff team development, resulting in a community based program in order to fosters children's well-being and promote sustainable development.
Responsibilities will include but are not limited to:
** Area Assessment and Community Partnership
** Initiate the process of relationship building with local government authorities, partners and stakeholders and local communities for assessment and design of the ADP program.
** Initiate and document the process of learning about communities, through regular and timely monthly, annual and semi annual management reports and other relevant documents.
** Lead the process of identifying community needs, and build a community agenda to address those needs by ensuring involvement and input of relevant stakeholders in the process.
** Lead consultation meetings with key stakeholders to discuss the roles of World Vision, the local communities and potential partnerships.
** Facilitate data analysis in collaboration with key stakeholders to determine the area and sectors for future interventions.
** Program Design
** Ensure the development of an initial design of developmental priorities and approaches for interventions.
** In collaboration with the DM&E team, develop and draft the provisional design document based on the assessment report in a participatory manner with all key stakeholders.
** Develop and implement a plan for building an understanding of ADP operations and Child Sponsorship in urban level
** Design and update sensitization and mobilization methodology and plan
** Implementation Phase
** Follow a monitoring and evaluation system in collaboration with the Design Monitoring and Evaluation Team to ensure record keeping of monthly, semi-annual and annual basis progress against the stated objectives.
** Establish the monitoring and evaluation system in coordination with Design Monitoring and Evaluation Team
** Ensure regular site visit monitoring of progress of all activities in the area.
** Prepare monthly management reports and others as required.
** Prepare Management Reports on semi-annul and annual basis, People Management
** Recruit staff in cooperation with Program Manager and HR Officer.
** Provide leadership and build the capacity of staff to develop required skills for their position
** Establish a team spirit within the ADP and ensure teamwork where staff can temporarily cover each other and become multi-skilled.
** Representation
** Network and develop partnerships with other non-governmental organizations (NGOs), local government officials, local churches, and community leaders in the project /regional/national area to ensure community collaboration.
** Network with potential partners and stakeholders and others as required.
** Assure that reports and media material are provided on a timely basis and in compliance with organizational standards;
Required qualifications:
** Bachelors degree in a field related to Development and/or Management; Economic or Social Sciences preferred. (Master degree is an advantage).
** Strong skills in data analysis, research work and community based programs
** Strong organizational and management skills, with a proven track record managing a team
** Strong problem solving, interpersonal and communication skills
** Good knowledge of both verbal and written English
** Thorough knowledge of MS Office and Lotus Notes
** Ability to demonstrate servant leadership and foster a team oriented atmosphere
** Integrity, honesty, and accountability to both the WVG team and the community
** Team alliance builder - selects the right people for the right Job
** Able to make quick decisions as needed
** Understanding of and commitment to World Vision Core Values
** Driving license desired
** Minimum of three years of management experience in development programs.
** Experience in program assessment, design, implementation, monitoring, evaluation and report writing.
** Willingness to travel up to 40% of time.
