Summary of position:
IREX is seeking a Chief of Party to lead an anticipated USAID-funded project to build the capacity of the civil society sector in Georgia. The project will focus on broadening citizen engagement in civil society and strengthening the CSO community's capacity to manage and sustain itself and respond to a changing environment. The Chief of Party will provide strategic vision for the program, with responsibility for ensuring all objectives are met, as well as delivering direct technical assistance.
The position is contingent on funding.
Summary of responsibilities:
** Provide leadership, vision and direction for the implementation of all program components to ensure that objectives and targets are achieved
** Provide overall program management and as well as direct technical assistance in areas of expertise
** Manage effective monitoring, evaluation and reporting of program activities
** Interact regularly with civil society groups, opinion leaders, government officials, members of the international community and other program stakeholders
** Develop and maintain effective collaborations with program partners and serve as principal liaison with USAID
** Manage and develop staff and maintain close communication with IREX headquarters teams
** Oversee financial and administrative management of the program, ensuring budget discipline
** Represent IREX and support its organizational development.
Skills and qualifications:
** Master's degree in international development, public administration, management, political science, and/or another relevant field is preferred
** 7-10 years of experience in promotion of civil society capacity development, civic engagement, citizen participation and/or related fields
** 7-10 years of experience in leading professional and administrative staff for USAID or other donor-funded program
** Expertise in designing, managing and conducting long-term civil society development programs and in delivering technical assistance and capacity building as a trainer or advisor
** Previous civil society-focused experience in Georgia or the Caucasus is strongly preferred
** Demonstrated success in maintaining excellent collaborations with donor representatives and partner civil society organizations, and ability to establish productive relationships with
government officials, opinion leaders and media at national and local levels
** Demonstrated ability to facilitate dialogue and work constructively with a diverse range of actors and to accommodate divergent interests and agendas
** Excellent communications skills, including ability to make public presentations and write and speak authoritatively
** Fluency in English is required; fluency in Georgian an asset.
