The Deutsche Gesellschaft fuer Internationale Zusammenarbeit (GIZ) GmbH is pleased to announce a job offer for the position of Project Financial/Contract Manager (2 Positions) in the EC-funded regional project "Eastern Partnership Territorial Cooperation - Managing Authority".
The project:
The European Commission (EC) facilitates cross border cooperation (CBC) between the Eastern Partnership (EaP) countries as one of the instruments to tackle economic disparities between regions and raise the quality of life across the area in a sustainable manner. In the EaP countries of the South Caucasus Armenia, Azerbaijan and Georgia the EC has initiated two bilateral territorial cooperation programmes (Armenia - Georgia, Azerbaijan - Georgia) promoting sustainable territorial cooperation between these border regions to support their social and economic development. More specifically, these programmes aim at strengthening cross border contacts between local authorities, communities and civil society organisations (CSOs) to help develop joint solutions to common social and economic development challenges in the participating border regions of the EaP countries. In the context of the EaP Territorial Cooperation Programme, local actors are invited to develop project ideas for cross border initiatives and apply for EC-funding in a respective call for proposals.
In the South Caucasus, the Territorial Cooperation Programmes will be carried out in Georgia in the Samtskhe-Javakheti, Kvemo Kartli and Kakheti regions, in Armenia in the Shirak, Lori and Tavush regions (marzes) and in Azerbaijan in the Ganja-Gazakh and Sheki-Zaqatala regions.
GIZ has been commissioned by the EC to act as Managing Authority for these EC-funds and will be responsible for preparing and launching calls for proposals, organizing the project selection process, signing grant contracts, making payments and supervising the operational and financial implementation of selected projects.
The EC is also financing supporting activities for the potential final beneficiaries of the EaP Territorial Cooperation Programme under the "Eastern Partnership Territorial Cooperation Support Programme (EaPTC SP). The EaPTC SP aims to strengthen the capacity of local and regional state and non-state actors along the target border areas to develop and implement cross-border projects.
Both EC-funded actions will be closely related to each other.
Location: Tbilisi, Georgia, with frequent travel to the target regions
Your sphere of responsibility:
As a holder of this position, you are responsible for the financial management of the Territorial Cooperation Programmes between Georgia and Armenia (respectively between Georgia and Azerbaijan).
Your tasks:
** Financial management of the Territorial Cooperation Programmes between Georgia and Armenia (respectively between Georgia and Azerbaijan).
** Preparation of grant contracts according to EC-regulations (PRAG).
** Counselling of grantees as regards requirements of financial administration before conclusion of the grant contract and when implementing the grant contract.
** Taking over help desk functions for grantees, i.e. day-to-day assistance in solving financial and technical questions of grantees.
** Responsible for trainings as regards EC and GIZ requirements of financial administration of the grant contract.
** Regular site visits and on-the-spot-checks.
** Verification of grantee's expenditure reports.
** Processing of requests for payments.
** Settlement of irregularities, processing de-commitments.
** Preparation of internal controls and audits.
Your qualifications:
** You have sound professional training as a financial/contract manager or a Bachelor's degree in Accounting or equivalent. In particular you have sound experience with EC-funded projects and accounting and financial management according to EU rules and regulations. Your professional experience allows you to quickly adapt to and implement GIZ's company-specific requirements. You act flexibly, soundly and with diplomatic skills in a context of international cooperation and possess intercultural competencies and sensitivity.
** Training in accounting or Bachelor degree in financial management, contract management, business administration or similar.
** At least five years of professional experience as financial or contract manager.
** Sound knowledge of Generally Accepted Accounting Principles.
** Several years of experience with financial management of EC-funded projects.
** Experience with GIZ will be a distinctive asset.
** Command of the MS Office software package.
** Georgian native speaker.
** Very good English and good Russian language skills.
** Knowledge of German will be a distinctive asset.
