World Vision International in Georgia is announcing an opening for the position of: Design, Monitoring and Evaluation Officer.

Location: Tbilisi with national travel (up to 30% of time) and requirement and possible international travel

World Vision International, one of the world's largest NGOs, operates in more than 100 countries. It is an international relief, development and advocacy NGO dedicated to working with children, families and communities to overcome poverty and injustice. This position is new and has been created to enhance disability inclusion within World Vision Georgia's policies and programs, and to manage a new inclusive education project which will take place in Samtskhe-Javakheti and Imereti.
This position of Design, Monitoring and Evaluation Officer (DM&E Officer) is part of WV South Caucasus Strategy, Quality and Evidence (SQE) team. The main objectives of the SQE team are: a) to provide guidance and leadership for WV SC Strategy elaboration, planning and implementation tracking; b) to support to the sustainability of the organization through ensuring resource mobilization and leveraging; c) to provide DME and technical guidance/support for the Ministry Quality and improved Child Well Being; d) to promote the impact driven Ministry through strong evidence base and knowledge management systems.
Purpose of the Position:
South Caucasus Design, Monitoring and Evaluation Department (DME Department) aims at:
** Enhancing the quality of programming through aligning the programme models and approaches to World Vision's Child Well-being Framework and Policy
** Supporting the sustainability of the organization through ensuring resource acquisition
** Ensuring the alignment with WVI quality standards for design, monitoring and evaluation
** Enabling a proper framework and resource for evidence-based knowledge management within a programme and across the NO
** Coordinating Horizon implementation within the NO.
The purpose of this position is to implement portfolios of programme/project DME processes, as well as DME related capacity building of relevant WVSC staff, and contribute to knowledge management processes.
Responsibilities will include but are not limited to:
** Assessment and Design
** Assist the programme/project managers in the programme/project design process, including needs assessments, establishment of goals and objectives, setting of indicators, development of implementation plans, M&E plans, evaluation and reporting as per the LEAP or relevant donor standards.
** Participate in planning for, compilation, and writing of the WV South Caucasus national strategy, operational plans, annual report and other periodical program documentation.
** Compile documentation and information necessary to facilitate strategic planning in WVSC.
** Provide support to writing and submission of grants proposals to donors. Keep informed of the non-funded sections of the program.
Monitoring and Evaluation:
** Conduct regular monitoring visits to programs and provide detailed monitoring reports.
** Monitor compliance with WV International Operations Audit standards during the quarterly monitoring
** Assist programme/project managers in developing Terms of Reference and develop programme/ project evaluation designs.
** Support National Strategy Evaluation and Landscape assessment for new strategy elaboration
** Conduct and/or assist in conducting programme/project evaluations.
** Where specified by ToR, support preparation of evaluation reports for programmes/projects evaluated.
** Undertake other duties related to DME as assigned by DME Senior Officers and DME Manager.
** Capacity Building and Knowledge Management
** Provide DME-related capacity building for relevant WVSC staff.
** Ensure effective knowledge management within WVSC.
** Ensure effective coordination of Horizon implementation
Required qualifications:
Essential:
** University degree/background in Social Sciences or other related field with a strong M&E component.
** Experience in program design and proposal writing.
** Research experience
** Ability to travel to the sites up to 30% of time
** Thorough understanding of the historical, cultural, political and socioeconomic situation in South Caucasus.
** Strong analytical skills
** Sound verbal and written communication skills in English
** Demonstrated ability to transfer knowledge through informal and formal methods
** Strong interpersonal skills, ability to work in a team and cultural sensitivity
** Facilitation and presentation skills
** Excellent organizational and time management skills
** Commitment to World Vision Core Values and Mission Statement and Agreement with World Vision's Christian ethos
** Proven knowledge of and skills for computer software application
** Computer proficiency in word processing, database, spreadsheet and graphics presentations
