Background:
JOIN is a three-year project funded by Austrian Development Cooperation (ADC) and implemented by CARE Österreich and CARE International in the Caucasus together with the partner organizations - Civil Development Agency (CiDA) in Georgia and Center for Agribusiness and Rural Development (CARD) in Armenia. The project started on November 1, 2011 and will end on October 31, 2014.
One of key directions of JOIN is to support capacity development and performance improvement of Centers for Information and Consultancy Ministry of Agriculture in six target municipalities (Akhalkalaki, Bolnisi, Gardabani, Dmanisi, Marneuli, Ninotsminda). The units are providing market relevant information and trainings to poor households in rural areas to support development of local value chains. The units will address the lack of technical, legal and market relevant information such as information about agricultural inputs and various facilities for farmers. Centers will organize a number of meetings and events to provide information to enable their target groups to make better use of market opportunities, in-country and across the border with neighboring regions, for their agricultural produce and services. Moreover, centers will organize capacity building activities (trainings, workshops, seminars, round tables, etc.) to increase the knowledge and awareness of their beneficiaries on setting up small and medium size enterprises (procedures, legislation requirements), writing business plans (what is a project, objectives, outputs, resource allocation); running cross-border trade (procedures, legislation requirements)access to funding (practice, requirements of financial organization), etc.
Purpose:
JOIN project is seeking for a qualified training provider (individual or institution) for building community mobilization and effective communications skills of territorial units of the Ministry of Agriculture - Information and Consultation Centers. Through improved skills, centers will be able to better inform local communities, including remote about information and services available at these centers.
Learning objectives:
As a result of the training, staff members of Information and Consultation Centers will:
** Expand their knowledge on community, its definition and structure; map relevant local stakeholders, including CBOs, CSOs, local government staff, informal leaders, whose engagement is important to ensure wide-spread community engagement.
** Understand the aim of community mobilization as an effective tool for promoting community needs
** Identify and map tools and mechanisms for effective communication, public awareness and information dissemination;
** Understand how to plan information campaign to deliver clear messages to the specific audience
** Be able to implement PR and Communication objectives for expand public awareness and promotion.
The learning process should be based on adult learning techniques and include verbal presentations, group discussions and individual work.
Outputs:
After the training each six Centers will have an action plan, including:
** Map of local stakeholders;
** List of information dissemination tools, prices and engagement plan;
** Key messages (presentation) about information and services available at centers;
** Timeline for activities.
The trainer will conduct a pre- and post-training evaluation and provide a report including chapters on:
** Background of the training;
** Methodology applied during training;
** Pre- and post-training evaluation.
Duration: Tentatively 7 days.

** Training curriculum and materials;
** Pre- and post-training evaluation.
Key relationships: Designated JOIN project staff.
Required qualifications and competencies:
The applicant must demonstrate:
** At least five years experience in delivering trainings on community mobilization, effective communication or other related fields
** Degree in PR and communications is plus;
** Knowledge of advanced community mobilization tools
** Previous experience in conducting similar trainings for various sectors in regions.
Remuneration: Remuneration should include all associated expenses (trainers' fee, material costs, reporting) for organizing training sessions.
