Duty Station: Samtredia (up to 50% of time spent traveling to all project areas).
Care International in the Caucasus is seeking a Monitoring and Evaluation Coordinator for the "Cooperation for Rural Prosperity in Georgia" project.
Cooperation for Rural Prosperity in Georgia is a project which is funded by the EU's ENPARD (European Neighbourhood Programme for Agriculture and Rural Development) policy initiative. Implemented by CARE and its consortium members it aims to increase the income and living standard of the Georgian rural population by reinvigorating agricultural productivity. This will be achieved through the development of innovative and financially sustainable models of cooperatives so that farmers are better able to reap profits from their agricultural activities. It will also address key barriers in Georgia's agricultural sector through identifying, testing and validating new models of cooperative groups that have the capacity to generate additional revenue for their members and are linked to wider networks of service providers.
As a long term, deeply engaged actor in Georgia and the South Caucasus, CARE's goal in undertaking this project is to set in motion a transformational approach, supporting cooperation that can shape a rural economy able to move towards prosperity and food sufficiency based on diversified, market-driven agricultural enterprise.
The project will be carried out in several municipalities of Guria and Samegrelo, as well as Tsageri in Lechkhumi.
Job summary:
** Under the direct supervision of the Project Director, the Monitoring and Evaluation Coordinator (MEC) is responsible for developing and maintaining an independent and systematic capacity of the project to effectively monitor the progress and evaluate specific socio-economic changes in the target communities.
** This will include participation in establishing and maintaining project M&E systems, design of surveys, providing specific guidance/training to project staff / implementing partners / stakeholders in information collection and analysis, coordinating M&E information flow from implementing partners, processing M&E data and preparing reports for submission to project management and stakeholders.
** The MEC maintains high level of coordination with the project staff and partners. The MEC monitors the quality of farmer cooperatives' development activities, institutional development and capacity building measures for the Georgian Farmers Association, advocacy initiatives implemented in the course of the project and activities aimed to mobilize additional financial capital and technical expertise in support of the targeted farmers groups.
The responsibilities of Monitoring and Evaluation Coordinator include:
** Develop and maintain functional M&E system to track the progress and measure the impact of ongoing project interventions, and provide feedback to fine-tune strategies and activities of the project.
** Develop and implement training modules for the project team in principles of M&E and its application in the project setting.
** Liaise with and represent the project to the Government organizations, NGOs/IOs, consulting firms and research institutions involved in M&E activities
** Monitor technical integrity and quality of the activities under all 4 components of the project.
** Participate in institutionalization of CO Monitoring, Evaluation, Learning, Analysis and Sharing system and promote the Programme Approach within the Country Office.
Qualification:
** Education/training required: University degree in sociology, economy, public or business administration, engineering or a related field
** Experience required: A minimum of 2 years experience of working as senior M&E staff for internationally funded organization/project.
Technical skills required:
** Good knowledge of logical framework design, quantitative/qualitative methods of data collection and statistical analysis;
** Fluency in spoken and written Georgian and English;
** Proficiency in basic Microsoft programs, SPPS, relevant database programmes;
** Excellent communication and training skills; excellent organizational skills and attention to details; advanced interpersonal skills and ability to form and maintain cooperative working relationships with colleagues;
** Presentation and Reporting skills.
Desired:
** Experience in economic development/rural livelihoods programs;
** Understanding of the challenges faced by the Georgian agriculture sector;
** Knowledge of mainstreaming gender in project implementation.
