European Union Monitoring Mission in Georgia is announcing an opening for the position of Accounting Officer. Applications will be considered only, when using the standard Application Form, returned in MS Word-format, and indicating the position(s) the candidate is applying for. Only applicants meeting minimum eligibility criteria, namely successful completion of a full course of University studies attested by a degree, in Finance, Economy, Public Administration or Business Administration where the normal duration of university education is three (3) years or more and, after having obtained the university degree at least 3 years of relevant and proven full-time professional experience. It is not necessary at this stage to send copies of qualifications, previous employment contracts, etc. Only applicants who are under serious consideration will be contacted; therefore do not make any phone calls regarding the job conditions, personal/individual situations or selection outcome.The under consideration applicants will first be short listed based on their professional qualifications and those top qualified will be invited for interview.At the end of the selection process, all applicants will receive selection or non-selection notifications. The post holder will report to the Chief of Finance Unit in the development and implementation of financial policies. As part of the Finance Unit, s/he will contribute to the efficient and effective running of the Finance Unit tasks.
Duties and Responsibilities:
The National Staff Member will be required, in accordance with the EUMM mandate, the Code of Conduct and the EU Conditions of Service for nationally employed Staff members, to perform the following tasks:
** Works with accounting and payments in accordance with authorizing procedures;
** Examines submitted invoices, and conduct checks before processing payment orders;
** Processes payments such as mission claims, payroll, purchases etc.;
** Records entries of expenditure on a daily basis in accounting software;
** Monitor correct use of accounting code for different payments;
** Is responsible for preparation of bank reconciliation on a monthly basis;
** Safe keeps financial supporting documents;
** Assists in preparation of monthly payroll for international and local staff members;
** Issues debit notes to suppliers;
** Inserts and checks payments in e-banking;
** As directed, establishes and maintains working contact with local banks;
** Acts as the point of contact between the petty cash custodians in Field Offices and the Finance Unit at the HQ and as custodian for HQ petty cash;
** Prepares finance-related documents for departing Mission Members;
** Stores all finance related documents in designated archive area;
** Performs other work- related tasks as assigned.
Eligibility criteria:
Candidates must meet the following conditions by the deadline of applications:
** University degree awarded after three (3) years of full-time study in Finance, Economy, Public Administration or Business Administration.
** A minimum of 3 years of proven and full time experience in accounting or finance related area in the private and/or public sector;
** Have a thorough knowledge of English and Georgian languages;
** Enjoy full civil rights and do not have criminal record;
** Be physically fit to perform the duties relating to the post; such physical fitness should be attested by a medical certificate.
Essential criteria:
** Very good communication skills in English: ability to write and communicate orally in a clear and concise manner;
** Experience in positions requiring excellent analytical and organizational skills, with a client-oriented approach;
** Experience from double entry bookkeeping);
** Knowledge and experience in the implementation of Organization's financial regulations and rules as well as accounting policies and practices;
** Very good knowledge and experience of Microsoft Office applications, especially in Excel.
Additional assets:
** Professional qualification in Accounting;
** Professional experience in an EU and/or international environment is highly desirable;
** Professional experience in specialized financial software applications;
** Experience of working in an intercultural environment, with respect of diversity.
Personality assets:
** Have strong sense of initiative, responsibility and autonomy;
** To focus on priorities, to monitor and evaluate procedures and processes;
** To deliver work on time and to agreed standards, even under pressure;
** To build productive and cooperative working relationships with other staff members;
** To have a positive attitude to working in a core team of 4 people.
Note: This is a contract position (function group II), governed by the General Service Conditions for Local Staff employed by EUMM Georgia, serving in Georgia" of 1 October 2013, with an initial contract period to 14.12.2014, which includes a 3 month probation period, and renewable, subject to the Mission's mandate extension, performance evaluation etc.
