Mercy Corps is announcing several vacancies for its recently Swiss Development Cooperation (SDC) funded Lesser Caucasus Programme - Alliances Lesser Caucasus programme. The programme has launched from 1 March 2014 and will be active in Kvemo Kartli, Samtskhe-Javakheti and Ajara targeting Small Scale Livestock Producers. The programme is focused on the development of the livestock sub-sector as well as rural tourism in the target regions and is implemented with strict adherence to the 'Making Markets Work for the Poor' (M4P) approach. It has a light-touch facilitation approach to intervention design and implementation and makes strategic investments with key market players in order to address systemic causes of market ineffectiveness and exclusion of small-scale livestock producers. Alliances Lesser Caucasus is focusing on the Dairy, Beef Sheep and Rural Tourism market systems through access for SSLP's to core markets, supporting functions such as information, veterinary inputs, nutrition, breeding and access to finance, Food Safety and Hygiene consultancy services, business support services and maximising linkages to SDC's Vocational Educational Training programme in Kvemo Kartli and Samstkhe-Javakheti. The programme maintains a strong emphasis on Women's Economic Empowerment in implementation and monitoring. In addition, the rules, relating to the operating environment are addressed through transversal themes of gender pertaining to women's' access to decision making, governance and DRR related to livestock disease notification and control. The programme monitoring and evaluation is run according to the Donor Committee for Enterprise Development standard, the programme being one of the few PSD programmes globally to have proceeded to full audit.Interested applicants must present a Cover letter and detailed Curriculum Vitae (CV) or Resume which highlight previous work experience and responsibilities. 1. Program ManagerRequired knowledge and experience:
** Master's degree in Business Administration, Agribusiness or related field;
** Extensive experience in developing agricultural markets and value chains;
** Demonstrated knowledge, experience and familiarity with implementation of Making Markets Work for the Poor approach;
** At least 3 years experience in a field context incorporating agricultural development programmes
** At least 3 years of management experience (desirable in programme administration in NGOs)
** Knowledge and experience in disaster risk reduction, gender and governance as transversal themes in market development projects
** Preference given to candidates with experience in the region
.** Experience of working with business-oriented farmers and Agricultural Service Providers
** Experience of working on market and value chain development
** Fluency in written and oral English required; preference given to candidates with local language skills.
** Experience of working with the government;
** Entrepreneurial spirit, adaptability and an ability to think creatively around market development problems

** Extensive experience in developing agricultural markets and value chains

** Resident of the region
** Fluency in Georgian
** Fluency in written and oral English is an advantage

3. Monitoring and Evaluation OfficerRequired knowledge and experience:
** Master's degree in business administration or economics or equivalent education
** Extensive experience in developing agricultural markets and value chains
** Experience and familiarity with implementation of Making Markets Work for the Poor approach
** At least two years' experience in the monitoring and evaluation of rural development projects
** Experience in organising training in monitoring and evaluation
** Experience with preparation of comprehensive reports
** Fluency in written and oral Georgian and English is desirable
** Preference given to candidates with local language skills
** Excellent communication skills
** Entrepreneurial spirit, adaptability and an ability to think creatively around market development problems
** Willingness and availability to intensively travel to the regions/areas, covered by the programme

4. Finance/Administration OfficerRequired knowledge and experience:
** University degree in public/business administration, finances, or other related field;
** Georgian citizenship (resident of Ajara Autonomous Republic is preferred)
** Experience and qualifications in Financing and Administration in NGO sector;
** At least two years of financial experience;
** At least two years experience of administrative work;
** Ability to assist in programme implementation and reporting
** Ability to work as a team member;
** Excellent communication skills
** Fluency in Georgian language;
** Fluency in English language, spoken and written is desirable
** Computer literature and proficiency with Microsoft Office programmes.
5. Information OfficerRequired knowledge and experience:
** BA/S in journalism and/or information technologies or related field
** Georgian citizenship (resident of Ajara is preferred)
** Experience of working with information
** Familiarity with implementation of Making Markets Work for the Poor approach
** Experience and qualifications in languages and administration
 
** Good level of English language, spoken and written is desirable
** Preference given to candidates with local language skills
** Excellent communication skills
** Computer literature and proficiency with Microsoft Office programmes.
6. IT OfficerRequired knowledge and experience:
** University degree in IT, computer technologies or other related field;
** Georgian citizenship (resident of Ajara Autonomous Republic is preferred)
** Experience and qualifications with creation of computer databases
** Experience with Geographic Information System
** Good knowledge of Microsoft Access, MS-SQL, VBA
** Excellent communication skills** Good knowledge of English language, spoken and written is desirable

7. TranslatorRequired knowledge and experience:
** University degree
** Georgian citizenship (resident of Ajara Autonomous Republic is preferred)
** Experience and qualifications in languages
** At least two years of experience in translation and interpretation
** Fluency in English language, spoken and written
** Fluency in Russian, Azeri and/or Armenian languages is an advantage
** Excellent communication skills

8. Procurement/Logistics OfficerRequired knowledge and experience:
** University diploma, preferably in economics or business administration
** Georgian citizenship
** At least one years of experience of working with procurement
** Understanding of and experience in logistics management and administration
** Familiarity with implementation of Making Markets Work for the Poor approach
** A clear understanding of procurement ethics;
** Ability to work simultaneously on multiple tasks
** Ability to work as part of a team and coordinate with the program staff
** Good level of English language, spoken and written is desirable
** Good knowledge of Russian language is desirable
** Valid drivers' license and at least one year driving experience
** Excellent communication skills
** Computer literature and proficiency with Microsoft Office programs, especially in MS Excel.
9. Driver/Logistics AssistantRequired knowledge and experience:
** Valid driving license (B or C) and at least five years of driving experience (driving on countryside and bad condition roads is an advantage)
** At least two years of experience of working as driver
** Experience of working in logistics
** Extensive experience driving 4x4 vehicles
** Georgian citizenship (resident of Ajara region is preferred)
** Clean record** Thorough technical knowledge of vehicles
** Must respect and adhere to all safety and traffic rules.
** Willingness and ability to work effectively with a wide variety of people
** Basic understanding of English and fluency in the local languages is required.
** Willingness to be flexible in work-hours at times
** Willingness and availability to intensively travel to the regions/areas, covered by the programme
