The Deutsche Gesellschaft fuer Internationale Zusammenarbeit (GIZ) GmbH is pleased to announce a job offer for the position of Programme Expert in the intervention field "Vocational Qualification in Selected Sectors/Georgia" in GIZ Programme "Private sector development South Caucasus".
The project:
The three countries of the South Caucasus, Armenia, Azerbaijan and Georgia, face the challenge of generating broad based inclusive growth to reduce the urban-rural gap and poverty above all in rural regions. In view of the small domestic markets with low purchasing power, the primary aim is to expand foreign trade. High policy priority is therefore accorded to diversifying the economy and improving the competitiveness of export products. The greatest export potential exists in processed agricultural products and - though not in all countries - tourism development.
Small and medium-sized enterprises (SMEs), however, do not take advantage of the market opportunities provided by the European Union (EU), the main trade partner. The core problem lies in the lack of adequate entrepreneurial and institutional preconditions for developing foreign trade-oriented sectors for inclusive growth. Services are lacking in the fields of production, quality, procurement and distribution. The increasing demand for specific qualifications and competence poses a further challenge for private sector development. Also, there is no systematic exchange of information and experience on economic policy issues among the South Caucasian countries.
The objective of the technical cooperation (TC) measure, Private Sector Development South Caucasus, is therefore: the conditions for the development of selected foreign trade-oriented sectors for inclusive growth have improved. To achieve this, the programme focuses on three intervention fields: (1) Improvement of the business development framework conditions, (2) Promotion of the private sector in the selected value chains, and (3) Vocational qualification. Business needs-oriented promotion of the private sector in the value chains with proven export potential is of the central importance. The intervention areas 'Improvement of the business development framework conditions' and 'Vocational qualification" are geared to this. The programme supports the implementation of policies, strategies and pilot measures.
Location: Tbilisi.
Your sphere of responsibility:
The Programme Expert is responsible for managing an area of responsibility that forms part of the programme objectives, team agreements and/or agreements with the superior (Programme Director and Georgia Team leader), in particular he/she is assisting programme initiatives:
** to provide professional advisory services to selected target groups
** to cooperate and network with a broad range of stakeholders
** to introduce and manage innovation and knowledge management in the intervention field
** to support results oriented monitoring and evaluation management.
Your tasks:
1. Advising the partner institution(s):
The Programme Expert:
** assists and monitors the development and implementation of programme plans and activities in the intervention field "Vocational Qualification in Selected Sectors/Georgia" in close consultation with counterparts and stakeholders
** contributes to preparing and implementing the coordination process with the partners on the country level as well as for joint programme activities at the regional level (i.e. in the South Caucasus)
** supports trainings and capacity development activities of the partner institutions
** deals with the design, preparation and implementation of workshops, seminars and other events on issues connected with the intervention field
** develops and organises quality assurance measures and suggests necessary changes, improvements and initiatives
** is ready to take over additional advisory responsibility according to the needs of the programme or as agreed with the superior.
2. Networking and cooperation:
The Programme Expert:
** supports cooperation, regular contact and dialogue with partners, assists with PR work and cooperates with relevant organisations, non-governmental agencies and individuals in the project/programme environment and with other projects to improve and maintain good working relationships
** supports donor coordination
** communicates local interests and efforts, forwards these and encourages sharing ideas and information for the benefit of the project/programme.
3. Knowledge management:
The Programme Expert:
** ensures knowledge transfer to and out of programme information
** develops ready-to-use strategies and technical/professional concepts
** draws up reports and presentation documents
** prepares appropriate input for various programme reports including annual reports, and contributes to the other reports required by the programme manager and GIZ Head Office
** assists with research activities and studies on political as well as socio-economic issues which benefit joint activities together with other projects.
4. Coordination and monitoring tasks:
The Programme Expert:
** assists with general project planning and develops intervention concepts including preparation, organisation and moderation of planning exercises and their implementation, management, monitoring, quality management, evaluation, communication and documentation
** coordinates relevant project activities at local level in consultation with the manager and in cooperation with the partners, both as regards implementation and preparing organisational aspects
** compiles the relevant information for joint activities and assignments
** handles order management on behalf of GIZ (e.g. offer preparation, impact monitoring, project progress review, reporting).
Your qualifications:
** master/MSc in an area that is related to the project/programme objectives, with a focus on a relevant field
** at least 5 years' professional experience in a comparable position
** high self-organizational skills and sense of responsibility, accuracy, integrity and commitment
** high communication and networking skills, teamwork abilities
** personal discipline and efficiency of actions
** very good working knowledge of ITC technologies (related software, phone, fax, email, the internet) and computer applications (e.g. MS Office)
** fluent written and oral knowledge of English; a working knowledge of German is desired; Georgian language is a must
** willingness to up skill as required by the tasks to be performed - corresponding measures are agreed with management.
