People in Need is a Czech non-governmental organization that provides relief aid and development assistance, while working to defend human rights and democratic freedom. It is one of the largest relief and development organizations in Central/Eastern Europe and has administered projects in 37 countries over the past 20 years. People in Need has been working in Georgia since 2005 and has offices in Tbilisi and Kutaisi.
People in Need is recruiting a Project Manager to be responsible for overall project and financial management of an upcoming World Bank youth civic engagement grant - Youth Inclusion and Social Accountability Project, and provide support to the team through coordination of project implementation and liaison with donors, partners and stakeholders.
The Youth Inclusion and Social Accountability Project is financed by the World Bank and focuses on youth inclusion in Georgia and aims to create opportunities for young people to participate in dialogue on strategies to promote youth inclusion, to reduce potential drivers of violence and to promote social accountability and good governance in their communities, as a means of reducing youth exclusion. The objective of this project is to increase the participation of youth in demand-side governance, social accountability and civic engagement at the municipal level, leading to greater youth inclusion. The project will achieve this objective via youth engagement in participatory problem identification, joint development, implementation and monitoring of Municipal Action Plans in the three target municipalities of Gurjaani, Telavi and Tskaltubo.

Duty Station: Tbilisi, with regular travel to Kakheti and Imereti regions
Summary of Duties:
The Project Manager will be directly responsible for all components of management of the Youth Inclusion and Social Accountability Project. The Project Manager will work in close coordination with People in Need's senior management in Georgia, namely the Head of Mission and Finance Manager and be the main point of contact for the World Bank, Ministry of Sport and Youth Affairs and other project stakeholders.
Duties and Responsibilities:
In a collaborative partnership with the Ministry of Sport and Youth Affairs and under the supervision of People in Need's Head of Mission, the Project Manager shall work to:
** Responsible for overall project management including project administration, finance/budget management, procurement, monitoring/evaluation, staff management, advocacy and reporting
** Provide technical expertise in the area of youth civil society development and participatory governance to ensure activities are implemented according to international best practices
** Manage the budget and assist in the development of cash-flow projections and budget forecasting
** Ensure all project activities, procurement and spending are in compliance with both People in Need and donor rules and regulations
** Conduct regular field visits to monitor field activities, provide advisory support to team members and beneficiaries
** Ensure programs are based on sound design principles utilizing PIN and donor required M&E systems and design a realistic M&E plan for the project
** In coordination with the Head of Mission, serve as the main contact person for the World Bank, Ministry of Sport and Youth Affairs, local stakeholders, government authorities and media
** Responsible for all donor reporting and external communication of the project
** Perform other duties as may be assigned;
Knowledge/Experience, qualifications/skills and abilities required:
The successful candidate will be able to work without direct supervision, pay attention to detail and will exhibit personal commitment, drive for results, efficiency, flexibility, respect for diversity, creative thinking and problem solving.
Knowledge/Experience:
** Minimum 4 years of progressive management experience in the NGO field with a focus on youth and civil society development programs.
** Substantial technical expertise in youth-focused development programming, with focus in youth leadership and civic engagement and joint actions with government authorities
** Experience with budget management, financial forecasting, donor compliance issues and sub-granting to local NGOs
** Proven experience and good knowledge of database management and office administration processes, procurement and techniques.
Qualifications/Skills:
** Qualification: A university degree in a related field;
** Professionalism - an solid understanding of community mobilization and youth civic engagement practices; experience in working at the municipal level with youth groups, schools, municipal authorities; experience with local development planning;
** Planning & Organizing - Ability to plan own work and manage conflicting priorities;
** Management - Ability to manage staff and contribute to the skills and capacity building;
** Communications - Good communication (spoken and written) skills, including ability to explain and present procurement-related information/requirements and prepare written documents/communications in a clear, concise style;
** Technology Awareness - Highly developed computer skills using Word, Excel, Access, PowerPoint and the Internet, and excellent database management skills;
** Teamwork - Good interpersonal skills and ability to establish and maintain effective working relations with people in a multi-cultural, multi-ethnic environment with sensitivity and respect for diversity;
** Fluency in English and Georgian (listening, reading, writing, and speaking) required;
Abilities:
** Ability to communicate effectively, orally and in writing
** Ability to establish strong working relationship with stakeholders and municipal authorities
** Ability to multi-task and work under pressure;
** Ability to work independently and also as an effective team member
** Professionalism in appearance and attitude
Selection criteria:
The main selection criteria are the following:
** Level of experience in senior-level management positions, responsible for overall project cycle management including project planning, budget expenditures, donor reporting
** Relevant work experience in the youth civic engagement/community mobilization/local development planning
** Level of experience with World Bank procedures and policies
** Ability to work well with a range of stakeholders including municipal government authorities, Ministry officials, local NGOs, youth groups and citizens Communication and team-building skills
Reporting relationships:
Reports to the Georgia and Armenia Head of Mission and accountable to People in Need's Senior Management in Tbilisi and Headquarters in Prague.
Period of assignment: The position is required for at least 24 months.
