Management Systems International is pleased to announce RFP on Conducting an Information & Awareness-Raising Campaign on Contents of Local Self-Government Reform.
Management Systems International (MSI) is a Washington, D.C.-based development firm founded in 1981 with a corporate commitment to improving public sector management in the U.S. and abroad. MSI has significantly expanded its technical expertise to include implementation of a range of analytical and field projects in results based management including strategic planning and program performance monitoring and reporting, monitoring and evaluation, policy implementation, institutional development, and training. The firm expanded its global footprint in 2008 by becoming part of Coffey International Ltd., a global multi-specialist consulting business operating in social and physical infrastructure.
In November 2012, the Ministry of Regional Development and Infrastructure (MRDI) began the design a major policy initiative to reform the existing system of local self-government in Georgia. GoG proposes that local government reform in Georgia will alter the way governance is organized and public services are delivered. Responsibilities will be shifted through reform measures to sub-national level for basic public service delivery. This will also imply establishment of new lines of accountability, creating awareness and establishing systems, procedures, and mechanisms to ensure that citizens' voice is heard and resources are utilized in accordance with the local needs.
This activity is to raise public awareness on the contents of the current local self-government reform, with the objective of better informing citizens before the upcoming local elections to be held on June 15, 2014. As a result of this work, the local population in a number of communities across the country will have an understanding of the contents of local government and electoral reform, along with the benefits that the reform will bring to each individual and community. Lastly, the objective of this work will be to introduce the local population to changes in the voting procedures, according the recent amendments to the Electoral Code.
